• <br /> To determine the;location of and establish truck loading <br /> zones where practicable, when upon investigation it appears <br /> that there are no alley entrances or other similar means <br /> of approach to buildings or property and that congested <br /> traffic conditions require such zones for the purpose of <br /> loading or unloading commercial vehicles within the block <br /> in which the zones may be established, and in each case to <br /> fix the hours during which such zones shall be maintained <br /> open for the purpose for which the same are intended; <br /> To determine the location of and establish passenger <br /> loading zones and in each case to fix the hours during <br /> which such zones shall be maintained open for the purpose <br /> for which the same are intended; <br /> To determine the location of and establish school bus <br /> loading zones and in each case to fix the hours during <br /> which such zones shall be maintained open for the purpose <br /> for which the same are intended; <br /> To designate the parking space adjacent to each parking <br /> meter for which such meter is to be used by appropriate <br /> markings upon the pavement and/or the curb of the street; <br /> To post appropriate signs making it unlawful for pedestrians <br /> to cross streets in certain crosswalks when such crossing <br /> would endanger either pedestrian or vehicular traffic using <br /> the street; <br /> To establish no passing zones; <br /> To authorize the installation of those traffic control <br /> measures described in this code which are not specifically <br /> the responsibility of the Mayor or the City Council." <br /> (C) "Mayor - Authority. The Mayor is hereby authorized: <br /> To close, or authorize closure, of any street or portion <br /> thereof to any or all traffic on an emergency or temporary <br /> basis. <br /> To authorize and install or contract for the installation <br /> of those traffic control measures described in this code <br /> which are not specifically the responsibility of the City <br /> Council; <br /> To authorize the installation of traffic signals after <br /> study and report by the City Engineer; <br /> To designate any streets, parts of streets, or specific lanes <br /> thereon upon which vehicular traffic shall proceed in one <br /> direction during a given period and in the opposite direction <br /> during another period of the day after study and report by the <br /> City Engineer on an emergency or temporary basis; <br /> To designate a street as a part of the truck system after <br /> study and report by the City Engineer." <br /> (D) "City Council - Authority. <br /> 1. The City Council of the City of Everett, may, by <br /> ordinance, after study and report by the City Engineer <br /> and recommendations by the Mayor: <br /> Designate any City streets or alleys for one-way traffic; <br /> Designate a street as an arterial street. <br /> Close or authorize closure, of any street or portion <br /> thereof to any or all traffic, on a permanent basis. <br />
