The <br />properties to the ncrth and west have an R-3, Single and Multiple-Family <br />Residential zoning d�signation, while the property to the south is zoned <br />R-2 with Single-Family Residential designation. In the City of Everett, cellular telephone towers are classified as an <br />a�ove ground utility subject to evaluation criteria of EMC <br />19.41.150.D.1.a (Special Property Use Perrnits). The ApplicanYs <br />application for a Special Property Use Permit was deemed complete on <br />April 8, 1�J98. (Exhibit 1, Siddiq testimony) <br />5. Pursuant to the 5tate Environmentai Policy Act (SEPA), the City of <br />Everett was designated as the lead agency for the identification of any <br />environmental impacts resulling from the proposed project. On June 15, <br />1998, the City issued a final Mitigated Determination of Non-Significance <br />(MDNS). One comment letter was issued during the public comment <br />period, but no appeal was filed. The appeal period ended July 2, 1998. <br />(Exhibit 5) <br />In the City of Evereti, Special Property Use Permit requests are reviewed <br />pursuant to the criteria as set forth in EMC 19.41.150.C. Those criteria <br />include: <br />(a) The need of the neigh�orhood, district, or City ior a proposed <br />Special Property Use. <br />(b) The adequacy of streets, utilities, and public services required to <br />serve a proposed use. <br />(c) The impact of tra�c generated by the proposed use on the <br />surrounding area, pedestrian circulation and public safety; and abilify of <br />the proponent to mitigate such potential impacts. <br />(d) The provision of adequate off-street parking, on-site circulation, <br />and site access. <br />(e) Compatibility of proposed siructures and improvements with <br />surrounding properties, including the size, height, locati�n, setback and <br />arrangement of all proposed buildings and f�cilities, especially as they <br />�,v <br />
