8. Cellular telephone activity is increasing within the City of Everett and is <br />particularly active along the Interstate 5 corridor. The Applicant, a <br />cellular telephone �ompany, has experienced incrsased phone call <br />demand of 20% increases over the iast severai years. These increases <br />indicate a growing need for this service within the City of Everett. (Hunt <br />testimony, Siddiq testimony) <br />9. Cellular telephone activity associated with the Boeing Corporation's <br />Everett Plant; Everett Mall, a shopping center; and downtown Everett is <br />at high demand. In order to satisfy this increasing demand for cellular <br />service, it is imperative that cellular cells be established to carry and <br />send messages. With the placement �f the proposed facility on-site, a <br />cell link wiil be established that wili ailow thie Appiicant the abilit�• ;o <br />provide improved service. (Hunt testimony) <br />10. The proposed facility is part of the ApplicanPs 800 megahertz cellular <br />system. This system is not the most intense :;ystem of cellular cails but <br />provides adequate servico for tho ApplicanYs customers. (Hunt <br />testimony) <br />11. The facility, to be located adjacent to the nursing and retirement home, <br />will not generale additional traffia The monopoie and antenna on-site <br />wili not place a b�rden on the City's existing infrastnicture. The facility <br />will be unmanned. With the exception of occasional ma�intenance on- <br />site, no active activity will occur on-site. No public seroices are needed <br />for this facility. (Exhibit 1, Siddiq tastimony, Hunt fesfimony) <br />12. Although tiiere wili be some tra�c during construction, maintenance on- <br />site �vill generate one vehicular trip per month. This activity will not <br />create an impact to traffic in surrounding areas. It wili create no public <br />safety issue. There is no need to mitigate impacts relating to these <br />issues. (Siddiq testimony) <br />13. Recause of the inactivity on-site, there will be no need for off-street <br />parking. The Applicant will not be required to submit an on-site <br />circulation or site access. (Exhibit 1) <br />14. Tfie monopole is proposed to be cie�eloped on a 1,500 square foot <br />easement on the 1.7 acre parcel.
