the City in making its recommendation, the large evergreen trees within <br />the interslate 5 right-of-way (south of the subject property) will provide <br />substantial screening for the monopole. (Exhibit 1, Siddiq testimonyJ <br />21. EMC 19.35.090 requires a minimum 10 foot landscape strip on lots that <br />abut the Interstate 5 right-of-way. The landscape strip must be planted <br />to City of Everett Type II Landscape Standards that include a mix of <br />evergreen and deciduous trees that are six feet in height planted at <br />intervals no greater than 20 feet on center. However, the proposed <br />design, as submitted by the Applicant, calls for an approximate eight foot <br />setback from the monopole, a lhree (oot setback from the equipment <br />vault and a 0.5 foot setback from the A.C. units along the east property <br />Iine of the Interstate 5 right-of-way. With this design, the landscape <br />standards of EMC 19.35.090 cannot be satisfied. (Exhibit 11 <br />22. The Applicant provided visual evidence in the form of five photographs <br />�exhibit 7j thaY depicted the projected location of the monopole. View 1 <br />from the southwest of the site shows the monopole. Hov�ever, no <br />residential development was located in this particular area where the <br />phatograph was taken. The view of the monopole from north of the site <br />would be blocked by the nursing and retirement home structure. The <br />views from the west and the south of the site would be screened by <br />mature evergreen trees. The view from the east is Interstate 5, which <br />will be screened by the trees. (Exhibit 7, Hunt testimony) <br />Based on these visuals, the Applicant submitted that landscaping of the <br />monopole is not practical berause the monopole will be able to be seen <br />with or without the landscaping. The Applicant indicated, however, that <br />because of the large evergreen and deciduous trees on-site and the <br />location of the facility immediately adjacent to the Interstate 5 corridor, <br />the proposed monopole will be developed in a manner that wili not <br />negatively impaci any views from the Surrounding properties. (Hunt <br />testimony) <br />23. With the exception of canstruction, nuisance irritants such as noise, <br />smoke, dust, odor, glare, visual blight and other undesirable impacts will <br />not occur. (Exhibit 1) <br />24. One of the policies for utilities and capital facilities within the City of <br />Everett is to promote the ei�icient use of land and minimize <br />environmental disturbances by requiring �olocaiion of utilities whenever <br />possible.
