I <br /> 1 1.19 BID OPENING <br /> IA. Description: <br /> 1. Bids will be opened publicly immediately after time for receipt of Bids that is noted in the <br /> Advertisement for Bids. <br /> I <br /> 2. Bidders may not be present. <br /> I1.20 DURATION OF OFFER <br /> I <br /> A. Bids shall remain open to acceptance and shall be irrevocable for a period of 45 calendar days after Bid <br /> closing date. <br /> 1 1.21 EVALUATION OF BIDS <br /> A. Bids will be evaluated by the City to determine which bid is the lowest responsive bid by a responsible <br /> Ibidder and which bid, if any, should be accepted in the best interest of the City. <br /> 1. The City will award the Project to the responsive and responsible bidder whose Bid is the lowest. <br /> a. In accordance with RCW 39.04.380, if a bid is received from a nonresident contractor from <br /> I a state that provides an in-state percentage bidding preference and does not have an office <br /> located in Washington, then a comparable percentage disadvantage will be applied to the <br /> bid of that nonresident contractor. <br /> I <br /> 2. To determine Bidder responsiveness, City will consider all the material submitted by the bidder to <br /> determine whether it is in compliance with the Contract Documents. <br /> a. The City reserves the right,at its discretion,to reject nonresponsive Bids. <br /> I3. Bidder shall meet all Mandatory Responsibility Criteria(RCW 39.04.350(1))as follows: <br /> a. Have a current certificate of registration as a contractor in compliance with Chapter 18.27 <br /> I RCW, which must have been in effect at the time of bid submittal;and <br /> b. Have a current Washington Unified Business Identifier(UBI)number;and <br /> c. Have following State Requirements, if applicable <br /> 1) Have Industrial Insurance(workers' compensation coverage for bidder's employees <br /> I 2) working in Washington,as required in Title 51 RCW;and <br /> Have a Washington Employment Security Department number, as required in Title <br /> 50 RCW; and <br /> I 3) Have a Washington Department of Revenue state excise tax registration number, as <br /> required in Title 82 RCW; and <br /> d. Not be disqualified from bidding on any public works contract under RCW 39.06.010 or <br /> 39.12.065(3). <br /> 1 e.
