I <br /> I1 hydrocarbons (PAHs); and/or polychlorinated biphenyls (PCBs) in soil or shallow <br /> 2 groundwater at properties adjacent to the project site. Specifically: <br /> 3 <br /> I 4 1) Soil contaminated with metals and PAHs may be present adjacent to the project site at the <br /> 5 northeast corner of the Everett Shipyard (ESY) site, beneath the sidewalk on the west side <br /> 6 of West Marine View Drive, as shown on the Plans ("Potential ESY Residual <br /> I 7 Contamination"). Soil samples collected from the proposed trenching zone adjacent to this <br /> 8 area by the Contracting Agency found PAHs at concentrations that did not exceed cleanup <br /> 9 levels. Material excavated within the area adjacent to the Potential Everett Shipyard Residual <br /> I10 Contamination Area, station 208+50 to 209+56, shall be used as trench backfill within the <br /> 11 project area to the extent feasible in accordance with the project design and assuming it is <br /> 12 geotechnical suitable. Excess soil material excavated from the area adjacent to the Potential <br /> I13 Everett Shipyard Contamination Area shall be direct hauled by the Contractor to the City of <br /> 14 Everett 4th Street SE Smith Island Stockpile for disposal. All other excavation spoils not used <br /> 15 onsite shall be disposed of at the Contractors discretion according to these Special <br /> I16 Provisions. <br /> 17 <br /> 18 2) Groundwater contaminated with arsenic has been identified adjacent to the project site at <br /> I19 the North Marine ABW Bayside Marine (ABW/BM) site located west of West Marine View <br /> 20 Drive and north of 14th Street. Any groundwater extracted adjacent to the ABW/BM site in <br /> 21 the area identified on the Plans ("Groundwater in This Area Potentially Affected by ABW/BM <br /> I22 Site") shall be disposed of in accordance with the requirements of Section 8-01.3(1)C Water <br /> 23 Management <br /> 24 <br /> I25 Unanticipated Potentially Hazardous or Contaminated Material <br /> 26 The Engineer will determine the limits of any excavation required to remove unanticipated <br /> 27 potentially hazardous or contaminated material. All material that is designated by the <br /> 28 Engineer to be removed shall be managed by staff trained in accordance with OSHA standard <br /> I29 29 CFR Part 1910.120 - Hazardous Waste Operations and Emergency Response <br /> 30 (HAZWOPER); handled and stored in a manner that prevents the spread of contamination <br /> 31 to adjacent soil or water; and shall be direct hauled by the Contractor to the Contracting <br /> I32 Agency's Solid Waste Handling Facility (4015 Railway Avenue, Everett) for disposal <br /> 33 assuming the waste does not designate as Dangerous Waste under WAC 173-303. The <br /> 34 Contractor shall provide the Engineer with a copy of the shipping manifest or bill of lading <br /> I35 indicating the amount of material hauled, and confirmation that the Contracting Agency's <br /> 36 facility received the material. <br /> 37 <br /> I38 All unanticipated potentially contaminated water that accumulates in trenches/excavations <br /> 39 during construction shall be contained, collected, and disposed of consistent with the <br /> 40 requirements of 8-01.3(1)C Water Management. <br /> 41 <br /> 42 2-02.3(2) Removal of Bridges, Box Culverts and Other Drainage <br /> 43 Structures <br /> I44 Section is 2-02.3(2) is supplemented with the following: <br /> 45 <br /> 46 (February 17, 1998 City of Everett GSP) <br /> 47 Where structures or installation of concrete, brick, blocks, etc. interfere with the <br /> I48 construction they shall be removed, and all pipe openings shall be properly plugged <br /> 49 watertight with Class 3000 concrete, or with mortar and masonry, blocks or brick. <br /> 50 Payment therefore will be made in accordance with bid items in the proposal.
