Highways & Local Programs -Northwest Region Washington State Department of Transportation PO Box 330310 Seattle, WA 98133-9710 Subject: Buy America Waiver Request for"Grand Avenue Park Bridge" Federal Aid Number STPUL-CM-0420 (022) WSDOT Contract Number TA-6067 Dear Mr. Moini, The City of Everett is seeking a waiver of the Buy America requirements for the machine, rails, and miscellaneous components of an elevator that is to be constructed in the west tower of the Grand Avenue Park Bridge. A waiver from the Federal Highway Administration (FHWA) regarding federal statute 23 CFR 635.410 is needed because there are no known elevator manufacturers in the USA that produce elevators containing 100% domestic steel or iron components. Project Title: Grand Avenue Park Bridge Federal Project Number: STPUL-CM-0420 (022) Project Description: The project includes construction of an ADA accessible 257 foot long single span 24 foot deep steel truss bridge, from Port of Everett property atop a 30 foot high concrete tower with an elevator shaft tower serving as the west abutment. The bridge spans 40 to 60 feet over SR 529 (West Marine View Drive), 5 BNSF Railway tracks, and lands on a steep 80 foot high bluff at the east abutment located along the northwest edge of Grand Avenue Park, near 16th Street. The bridge carries a 36 inch storm drain pipe, 30 inch Combined Sewer pipe, and 12 inch Sanitary Sewer pipe. A vicinity map is provided, attached, as Figure 'A'. The bridge will provide pedestrian access meeting ADA requirements between Grand Avenue Park and the Port of Everett. Pedestrian access is via a concrete bridge deck that varies from 6.83 to 13.67 feet in width. At the west end,pedestrian and ADA access is facilitated by the construction of an elevator incorporated within the west tower abutment.
