Cost of Elevator System Foreign or Undocumented Steel: $115,924 <br /> Foreign Steel Country of Origin: China or Canada <br /> Acceptable Elevator Manufacturers in Specifications: Kone, ThyssenKrupp, Otis. <br /> Reasons for Waiver Request, Justification: In order to meet current ADA standards, the City of <br /> Everett was required to design a bridge structure that allowed those with physical disabilities to <br /> access the bridge safely on either end of the bridge. This was accomplished by utilizing the 2010 <br /> ADA Standards for Accessible Design for the design of the bridge structure. The east end of the <br /> bridge will have an ADA compliant ramp to allow pedestrian foot traffic from the City of Everett <br /> owned park on Grand Avenue. The west end of the bridge is on Port of Everett property and a ramp <br /> design for pedestrians was not feasible due to the amount of property needed to install a ramp system <br /> at this property constrained, waterfront location. Instead, the west bridge end was designed with an <br /> elevator tower, serving as the west bridge abutment to allow bridge egress and ingress at the west <br /> end of the span. <br /> It has been determined through rigorous research and by contacting virtually every elevator firm in <br /> the country, that there is not a domestic option available for 100%made in America steel and iron <br /> used for elevator construction. Information obtained from elevator firms in the northwest and <br /> nationwide revealed that the elevator machine, elevator rails, and miscellaneous steel and iron <br /> components are produced mostly or in part out of the country, specifically China or Canada. <br /> The efforts of the Grand Avenue Park Bridge Contractor, Interwest Construction Inc., are detailed in <br /> a letter dated November 27, 2017 (attached), as are the efforts of our project consultant construction <br /> management firm, KBA (attached letter 11/27/2017), and City of Everett Correspondence (attached <br /> emails 12/4/2017, 12/6/2017). <br /> PUBLIC WORKS • 3200 Cedar Street• Everett, WA 98201 • (425)257-8800 • Fax (425)257-8882 <br />
