11. Accessibility to public transit and traffic reduction measures proposed by the
applicant to reduce dependence of the proposed use on the automobile.
Findin : The faciliiy is unmanned.
Conclusion: Criteria is not applicable.
B. SPU SPECIFIC EVALATION CRITERIA:
Subsection 41.150.D.1.c of !' Zoninq Code — Special property use Permits — contains
specific evaluation Criteria for Above Ground Utility and Communication Facilities. Many of
these criteria are intended to address new or expanded utility structure (i.e., monopoles)
and are not applicable to the instant application. The following are'Findings" and
"Conclusions" relative to the Specific Evaluation Criteria:
1. All utility and Communications facilities shall be designed, landscaped, or
o;herwise screened to ensure compatibility with surrounding properties.
Findin : T-Mobile's proposed antenna modification will be painted to match the existing
flagpole to insure compatibility with surrounding propeities.
2. Antennas associated with above ground utility of communication facilities shall be
located on existinc or replacement !owers or structures to the maximum extent
tecimically feasible to discourage ihe proliferation of tower structures.
Findin : The proposal is to add antennas lo an existing (lagpole communications utility pole. T-
Mobile is already collocated on the pole. When proposed to be located on an existing or
replaceinent utility or communications structure or other non-residential structure in a residential
zone, Review Process II shall be required.
3. Tower structures for above ground utility andlor communications facilities shall not
be located in or within 300 feet of residentially zones areas.
Findin : No tower struclure is being proposed or modified.
4. When tower structures for above-cround utility and/or communications facilities are
proposed to be located witliin 300 fcet of residentially zoned areas, in or within 200
feet of gateway corridors as desicnated by tlie Everett Comprehensive Plan, or in or
witliin 200 feet or areas under tiie jurisdiction of the Shoreline Master Program,
zones which otherwise require Review Process II shall use Review Process III.
Pindin : No tower structure is being proposed or modified.
,. AII irtility and communication facililies shall be installed undergrowid or within
structures to the greatest extent practicai in order to maximize satety and
minimize visual and noise impacts upon surrounding properties.
Findin : T-Mobile's antenna modification is located on a previously approved (lagpole
communications facility and there are no changes to the existing ground equipment or proposai
to increase the height of the flagpole.
