C <br />TO: Jim Driscoll, Hearing Examiner <br />FROM: Faheem Siddiq, Senior Plannerlj�, �, <br />DATE: August t 1, 2000 <br />SUBJECT: Voice Stream Wireless/Masonic Center Revised Site Plan <br />(SEPA #00-01 l ) (SPU #00-002) <br />On May 9, 2000 you issued a decision approving a Special PropeRy Use Permit for development <br />of an unmanned radio communications facility that includes a unicell antenna with three sectors <br />mounted on a 75-foot high self-supporting flagpole. The flagpole will have radio transmitting <br />equipment located on a concrete slab on grade. The property is located at 220 Olympic <br />Boulevard, in a B-2 zone on a site which is owned by the Masonic Center. The site is currently <br />developed as a mini-shopping center. <br />The project consultant has submitted a letter dated August 4, 2000, to the Hearing Examiner <br />requesting a modification of the approved site plan for the above referenced project. According <br />to the letter, the current site configuration (including landscaping) as reflected on the approved <br />site plan reduces the impervious surface azea for traffic flow between the east and south pazking <br />lots, and also eliminates the use of several parking stalls in the south parking lot. The manager <br />of the Everett Masonic Corporation has requested Voice Stream to move the entire facility <br />further to the east toward Olympic Boulevard in order to improve traffic flow between the south <br />and east parking lots and also preserve on-site parking. <br />Reducing the easterly setback for the proposed communication facility will have a negligible <br />impact on the surrounding land uses. More importantly, the project will still meet all of the <br />underlying development standards for an above ground communications facility in a B-2 zone, <br />except for building height. The approved site plan has a 120-foot setback from the flagpole to <br />the east property line. The revised site plan has a 96-foot setback from the fla�pole to the east <br />property line. There would be a commensurate increase of 24 feet from the flagpole to the west <br />property line. All other building setbacks would remain unchanged per the approved site plan <br />and the 75-foot height of the flagpole will also remain unchanged. <br />I am therefore respectfully requesting that you issue an administrative order approving the <br />revised site plan dated 8/2/2000 Cor the Voice Stream PCS facility at 220 Olympic Boulevard. <br />Since there are no new SEPA or SPU conditions that would result from the approval of a revised <br />site plan, I am assuming there is no need tu reopen the public hearing on a need for public <br />notification with regard to this matter. <br />
