The Planning Staff shall review the final develop- <br /> 2 ment plan to see that it is in substantial compliance <br /> 3 with the previously approved preliminary development <br /> 4 plan. <br /> 5 <br /> 6 3 . All schematic drawings presented in the preliminary <br /> 7 development stage shall be presented in detailed <br /> 8 form (i.e. landscaping, circulation, utilities, <br /> 9 building location etc. ) . <br /> 10 <br /> 11 4 . Planning Commission and City Council shall approve <br /> 12 the final plan at their regular monthly meeting. <br /> 13 <br /> 14 5. If the Commission does not approve a final project <br /> 15 plan, their specific reasons for dis-approval <br /> 16 shall be stated in writing and made part of the <br /> 17 record, and presented to the applicant. <br /> 18 <br /> 19 J. Relationship to the Subdivision Ordinance <br /> 20 <br /> 21 1 . If the PRD project also involves a subdivision <br /> 22 plat, tentative plat approval may occur simultan- <br /> 23 eously with the final development plan approval. <br /> 24 Construction on public utilties and roads shall <br /> 25 not begin until approval of such plan by the <br /> 26 Engineer. <br /> 27 <br /> 28 2 .
