Schematic Design <br /> As previously mentioned, WRK understands the City desires to achieve a minimum seismic performance <br /> level of Collapse Prevention for all buildings. However, WRK understands that some Service Center <br /> buildings are more critical to post-earthquake response and recovery. As such,WRK recommends the City <br /> consider pursuing seismic strengthening measures that will provide higher levels of seismic performance <br /> for selected buildings. At the beginning of this phase, WRK will work with the City to help prioritize and <br /> establish seismic performance goals for each building based on post-earthquake operational importance. <br /> Based on the seismic performance goals selected and the evaluation,WRK will prepare a menu of seismic <br /> strengthening options to raise the "as-built" expected seismic rating into alignment with the desired <br /> performance rating. The strengthening options will be identified and presented the City to determine the <br /> best value concepts for achieving the desired target building rating. Considerations such as, but not <br /> limited to, construction impacts to building occupants, construction phasing, and cost effectiveness will <br /> be incorporated into the discussion of best value concepts. WRK will summarize the menu of <br /> strengthening options for each building in a Technical Summary Memorandum. <br /> WRK will meet with the City to review the Technical Summary Memorandum and assist in selection of the <br /> best value concepts for further development. The selected concepts will be developed to a schematic <br /> design level. The schematic design drawings will identify the various strengthening elements for both the <br /> structural and nonstructural systems. These drawings will be developed to a level that can be cost <br /> estimated to validate the project budget aligns with available funding thresholds. <br /> The schematic design drawings will be based on a Life-Safety performance target for all buildings. <br /> However, the drawing package will indicate all strengthening measures needed for Collapse Prevention <br /> and the additional measures needed to achieve Life-Safety. The construction cost estimate will also <br /> reflect this tiered performance approach. This will provide the City a segregation of construction costs <br /> reflecting the incremental costs to move from Collapse Prevention performance to Life-Safety <br /> performance. With this information the City will be able to compare building importance with desired <br /> building performance and construction costs, ultimately arriving at a final seismic performance target for <br /> each building. <br /> During this phase of the project, WRK will attend and participate in project team meetings. WRK will also <br /> be available via telephone to resolve specific issues that may arise during this phase of the project. <br /> Construction Documents <br /> During the Construction Documents phase, WRK will refine it's analysis and finalize the design for the <br /> selected strengthening schemes. Please note, WRK may not be able to complete their work for this <br /> phase until the final geotechnical report has been provided by the City. <br /> The Construction Documents package will be developed based on the approved Schematic Design <br /> submittal and will include complete structural plans, sections, and details for typical and special <br /> conditions. <br /> In addition, the scope of services includes the following additional assumptions: <br /> Page 4 of 7 <br />
