• WRK will visit the building at least two times to further investigate and detail the as-built
conditions. During these site visits WRK will also identify constructability issues with our proposed
strengthening scheme and make adjustments as necessary.
• WRK will identify locations at each building where non-destructive testing, using GPR, will be
performed to verify the presence and spacing of wall reinforcing as shown on the original
construction documents. WRK may also request destructive investigation be performed, such a
concrete cores for compressive strength determination, with the permission of the City.
• WRK will identify temporary protection measures that may need to be installed at the beginning
of construction to protect building occupants during construction.
• WRK and the City assume there will be no modifications or upgrades for the HVAC, electrical or
plumbing systems for these buildings as part of this project.
• WRK has made an allowance for preparing a Construction Cost Estimate at the completion of the
Schematic Design phase and an update for the completion of the Construction Document phase.
During this phase, WRK will attend and participate in project team meetings to coordinate the work. We
will also be available via telephone to resolve specific issues that may arise during this phase of the project.
Permitting Phase
For the Permitting Review phase, we have included an allowance in our scope of services to respond to
agency plan check comments. We understand the City of Everett Building Department will review the
project drawings, calculations and specifications.
WRK will assist the City with submission of the project to the Building Department. The seismic
strengthening work will be considered "voluntary" by the Building Department.
Bidding/Negotiation Phase
We assume the City will solicit and procure the General Contractor for the project. However, WRK will
assist by responding to questions during bidding and negotiations.
Construction Administration
During Construction Administration, WRK will review required submittals, respond to General Contractor
requests for information (RFI's), review change proposals related to our work, and issue bulletins and
supplemental instructions as needed.
WRK will visit the site at appropriate intervals to observe the general progress of construction. WRK
understands that the construction will be phased and the total duration may last up to 24 months. This
proposal is based on being on-site for project progress meetings and structural observation 36 times over
the course of construction (i.e. 1.5 times per month).
Any detailed inspection and any special inspections required by the local jurisdiction or the Building Code
are the responsibility of the City of Everett
Page 5 of 7
