December 12, 2018 <br /> CITY ATTORNEY <br /> At the request of Council President Roberts, City Attorney Iles provided <br /> comments about the City Council 5-2 districting system that was approved <br /> by Everett voters in November 2018. He reviewed the responsibility of the <br /> Council under the new Charter provision for establishing and funding a <br /> District Commission and the process for appointing individuals to the <br /> Commission no later than January 31, 2020. <br /> City Attorney Iles also spoke about the responsibilities of the District <br /> Commission, which includes hiring a District Master who will help them <br /> develop a district plan and map no later than November 1, 2020, the <br /> Commission's right to retain other consultant support, and the <br /> Commission's responsibility to engage the community and solicit feedback <br /> as they develop the draft plan. <br /> Considerable discussion ensued regarding the development of a timeline <br /> for establishing a District Commission and the activities that must occur <br /> prior to the adoption of the final district plan and map by City Council. <br /> Mayor Franklin spoke about the appointment of a project manager from City <br /> staff to occur shortly after the January 1, who will assist with the outreach <br /> process. She also stated she would ask staff to prepare a written <br /> recommendation process for forming a Commission, as well as estimated <br /> costs for review by the Council. <br /> President Roberts stated he would add as a discussion item to the next <br /> meeting agenda. <br /> CITIZEN COMMENTS <br /> Anthony Booker, Everett, spoke about recreational vehicle (RV) parks <br /> regulations and discrimination against those with older RVs. <br /> David Kiggins, Everett, spoke about Proposed Action Item No. 4, Council <br /> Bill 1811-66. <br /> 401 <br />
