10. Existing public facilities and services are available. The proposed project has <br /> been designed to not adversely impact these facilities and services. Existing <br /> streets and other transportation systems will be built to be consistent with the <br /> City standards. (findings 40, 41) Existing utility systems exist. (finding 40) <br /> Police and fire services are available to the site. (finding 41) Parks and <br /> schools are not part of the proposed development. (finding 41) <br /> 11. The landscape modifications EMC 19.35.070(A)3 have been reviewed. The <br /> existing conditions on or adjacent to the site, including, but not limited to, <br /> differences in elevation, existing vegetation that has to remain, and the <br /> location of buildings or utilities that would render the requirements of <br /> landscaping ineffective have been considered. A reduction of the width of <br /> landscaping along the interior property lines from the 20-foot standard to ten <br /> feet is allowed for Lot B. (findings 42 through 45) <br /> DECISION <br /> Based upon the preceding Findings of Fact and Conclusions and testimony and <br /> evidence submitted at the public hearing, it is hereby ordered a Shoreline Substantial <br /> Development Permit, a preliminary binding site plan and landscape modification are <br /> granted for development of lots 2 and 4 of a previously approved business park at <br /> 400 Riverside Road, Everett, Washington. The approval is granted subject to the <br /> following conditions: <br /> The term "Applicant" shall also mean any agent or successor of the Applicant. <br /> Conditions based on Public Works Department submittals <br /> 1. Construction permits, inspections and final approvals from the City of Everett <br /> Permit Services are required for development of the proposed project. <br /> 2. A Public Works Permit is required for the proposed project. Detailed drawings <br /> in accordance with the current City of Everett Design and Construction <br /> Standards and Specifications for Development shall be submitted to the Public <br /> Works Department showing site parking layout, landscaping, utilities, storm <br /> drainage, temporary construction erosion and sedimentation control (TESC), <br /> and all required improvements in the public right-of-way. Public Works <br /> Department approval of these drawings is required prior to any permits being <br /> issued. All improvements shall be completed, approved and warranted before <br /> the Occupancy.Permit is issued/final approval is granted. <br /> 3. The construction plans must be designed based on a site survey performed by <br /> a licensed State of Washington land surveyor. <br /> 4. Temporary erosion control measures for construction activity must be <br /> operational prior to commencement of any clearing or earthwork. <br /> 14 � t <br />
