a. No required landscape area shall be less than sixty-four (64) squaze feet in area or five <br />feet in width. <br />b. There shall be one tree, a minimum of six feet high at the time of planting, planted for <br />each one-hundred (100) square feet of landscape area or fraction thereof. There shall <br />be at least one tree for each landscape area which is less 100 squaze feet in area. Up <br />to fifty (50) percent of such trees may be deciduous. <br />c. Ground cover shall be provided in the required landscape areas. Ground cover shall <br />be selected and planted so as to withstand foot trat�ic and previde ninety (90) percent <br />coverage within three yeus of planting. <br />d. No parking shall shall be located more than fifty (50) feet from a landscape area. <br />e. Vegetation planted at aisle ends and lane intersections shall be planted and maintained <br />to prevent the obstruction of driver visibility of pedestrians and other vehicles. <br />Comments from the Long Ran�e Division <br />18. In 1987, the City Council approved Rezone #7-86 for Henry Liebman on the parcel which <br />abuts the Magnolia property to the north. I have attached a portion of the concomitant <br />agreement related to access to the Liebman property. At the time of the rezone, <br />Mr. Liebman owned the Magnolia site as well as the abutting property, and the City <br />Council limited the access to the north property so it would have to be taken from Everett <br />Mall Way. It does not have any &ontage on Everett Mall Way, so the only means of <br />access for commercial purposes is through the subject site or through the already <br />developed Silo property. Approval of the Magnolia site plan should include provision for <br />access to the Liebman property to the north. <br />19. The wet pond proposed on the front of the site cannot displace the required landscaping <br />(trees at 30' on center). <br />20. Section 39.165 requires that conunercial buildings have their entries oriented to the <br />abutt�;ig public sidewalk (at least it requires the development to be developed in <br />accordance with the Public Transportation Compatibility requirements of the SNO-TRAN <br />Guidebook). <br />21. The applicant must show the proposed location and size of any freestanding signs. <br />Comments from the Fire Department <br />Access - The Uniform Fire Code requires that all new structures must provide Fire <br />Department access road� to within 150 feet of all portions of the ground floor. Fire <br />Department access roads (Fire Lanes) will provide a minimum of 20 feet in width of <br />unobstructed, all-season drivmg surface with a minimum cleaz height of 113' 6". Fire <br />Lanes will be posted and maintained as required by the Fire Department. <br />Access if O.K. as shown on the site plan reviewed. <br />2. Premise Identification - The premises must be clearly identified by correct address at the <br />street entry. Buildings must be cleazly identified so as to be visible and legible from the <br />access road. Individual apartment, where applicable, must be clearly and leg�bly identified <br />from the access road. <br />
