i <br /> The Washington State Department of Revenue has issued special rules on the State sales tax. <br /> This section is meant to clarify those rules. The Contractor should contact the Washington State <br /> Department of Revenue for answers to questions in this area. The Contracting Agency will not <br /> adjust its payment if the Contractor bases a bid on a misunderstood tax liability. <br /> The Contractor shall not include taxes in the unit bid prices or other contract amounts in the bid <br /> proposal. The sales tax on taxable items will be added to the total contract price of the successful <br /> bid proposal. <br /> The Contracting Agency will pay the retained percentage only if the Contractor has obtained <br /> from the Washington State Department of Revenue a certificate showing that all contract-related <br /> taxes have been paid (RCW 60.28.050). The Contracting Agency may deduct from its payments <br /> to the Contractor any amount the Contractor may owe the Washington State Department of I <br /> Revenue, whether the amount owed relates to this contract or not. Any amount so deducted will <br /> be paid into the proper State fund. <br /> 1.17 Examination of Site and Conditions 111 <br /> Before submitting his proposal, the bidder must visit the site and familiarize itself with the <br /> conditions under which this project is to be performed and correlate its observations with the <br /> requirements of all contract plans, specifications and conditions. The bidder must increase its bid <br /> to include any and all contingencies from all sources whatsoever including, but not limited to, <br /> moisture conditions, soil conditions, underground obstructions, fire flood, traffic, land <br /> movements, and particularly public and private utilities. <br /> 1.18 Limitations Regarding Contractor's Claims for Damages 1 <br /> Bidders should review Section 00710, Part 12 "Contract Claims", of the Specifications as <br /> supplemented regarding limitations on claims for damages. I <br /> 1.19 Delays and Interference <br /> Bidders should review Section 00710, Part 12 "Contract Claims", of the Specifications regarding I <br /> delays and interference. <br /> 1.20 Bidder's Check List , <br /> The bidder's attention is especially called to the following forms which must be executed in full <br /> as required and submitted with the bid: <br /> 1. Proposal: The lump sum and unit price items must be shown in the space provided. <br /> Show unit prices in both words and figures. <br /> 2. Proposal Signature Sheet: To be filled in and signed by the Bidder. <br /> 3. Subcontractors: To be filled in by the Bidder. <br /> 4. Bid Bond: This form is to be executed by the Bidder and the surety company unless bid <br /> is accompanied by a certified check.
