estimated construction cost to the ciry and temporarily utilizing a sewage <br />holding tank (if approved by the Snohomish Health District). <br />2. Commercial development within 200 feet of the ordinary high water mazk shall be <br />water-dependent, and/or provide public access, visual and pedestrian, where feasible. <br />A water dependent use means an ac[ivity for which direct accessibility to deep water is <br />required because ofthe nature oftheir produce or process. <br />The proposal meets the definition as a water - dependent use. Water-dependent <br />use is defined in the City of Everett Zoning Code as "a use which is dependent <br />upon a location on or adjacent to the shoreline to be successful, and without <br />such location cannot exist, including but not limited ro deepwater shipping <br />terminals, marinas and accessory uses, boat launches, fishing piers, commercial <br />fishing terminals, marine construction businesses, barge loading terminals, and <br />similar industrial, commercial, or recreational uses. <br />The "A Pedestrian and Bicycle Access Plan for Everett's Snohomish <br />Riverfront" designates Railway Avenue as the location for a future <br />bicycle/pedestrian trail. A sidewalk will be provided along the property's street <br />frontage to contribute to a portion of the pedestrian trail. The Applicant will <br />also be required to make a voluntary contribution towards off-site public access <br />improvements. The amount of contribution shall be a minimum of 2% of the <br />value of construction and paid to the Ciry of Everett Parks Depanment. <br />3. No commercial sttucture shall be permitted over the water. <br />There is no over water construction proposed except for the replacement of the <br />ramp to the existing dock. <br />4. Commercial development shall provide landscaping which is appropriate for the <br />scale of structure and accessory uses, such as parking areas. Such landscaping shall <br />consider the visual impact on adjacent properties. <br />Landscape Category C applies to M-2 zoned properties. A 15-foot wide <br />landscape strip is required along Railway Avenue except where the building and <br />driveway are to be located. A five-foot wide landscaped strip is required along <br />the side properry lines except where the building will be constructed. <br />5. Parking facilities shall be located on the inland side of commercial structures and <br />shall be consvucted in accorJance with the City of Everett standards. <br />Eight off-street parking spaces will be provided for the new building. The <br />parking �vill be setback a minimum of 50 feet from the shoreline and will not be <br />placed waterward ofthe proposed building. <br />6. Commercial development of public lands shall provide for public access, visual and <br />physical, in accordance with an overall pedestrian circulation plan for the total <br />development of that particular segment of shoreline. <br />�q <br />
