The remaining <br />buffer will be required to be revegetated. <br />Decision <br />The Planning Director approves the Shoreline Substantial Development Perntit. The <br />following conditions will assure compliance with the general and specific regulations of <br />the City of Everett Shoreline Master Program. <br />1. Construction or substantial progress toward construction of the project must be <br />undertaken within 2 years after final approval of the permit, and completed <br />wiihin five years. If the project has not been completed m this time span, the <br />permit will be reviewed by the Planning Department who will do one of <br />following: extend the permit for one year, or termmate the pennit. <br />2. Elevate the floor of the building a minimum of two feet above the base flood <br />elevation and meet all other floodproofing requirements. <br />3. Provide an amount of 2% of the development costs to the Ciry of Everett Parks <br />Department to be used towards public access to the shoreline. <br />4. Develop the proposal in accordance to the attached site plan and as modified by <br />this report. <br />5. Revegetate the shoreline where no activity is proposed. Provide a planting plan <br />ro the Ciry of Everett Planning Department. <br />Paul A. Roberts, Director <br />INFORMATION FOR THE DEVELOPER <br />1. Detailed drawings in accordance with Ciry Design and Construction Standards shall <br />be submitted to the Public Works Department, showing site parking layout, <br />landscaping, utilities, storm drainage, temporary construction erosion control, and <br />all required improvements in the public right-of-way. Public Works Department <br />approval of these drawings is required prior to any permits being issued. All <br />improvements shall be complered and approved warranted before the Occ�pancy <br />Permit is issued/final approval is granted. <br />2. Full standard (hal� street improvements are required to Railway Avenue including <br />but not limired to curb, gutter, sidewalks, street widening and drainage control per <br />City Design Standards. <br />
