CITY OF EVERETT SPECIAL PROVISIONS <br /> The Contractor shall be responsible for providing adequate flaggers, signs, and other <br /> traffic control devices for the protection of the worker and the public at all times <br /> regardless of whether or not the flaggers, signs, and other traffic control devices are <br /> ordered by the Engineer, or paid for by the City. The Contractor shall be liable for injuries <br /> and damages to persons and property suffered by reason of the Contractor's operations <br /> or negligence in connection therewith. <br /> 1-10.3(3) No Passing Zones <br /> The striping of no passing zones that are to be obliterated in excess of 150-feet by paving <br /> operations shall be replaced by "Do Not Pass" and "Pass With Care" signs. The signs <br /> shall be located not less than 2-feet outside the usable shoulder nor less than 7-feet <br /> above the edge of pavement. The number of necessary signs will be specified in the <br /> Special Provisions. <br /> The Contractor shall provide and install the signs and sign posts. The signs shall be <br /> maintained by the Contractor until construction operations are complete. When the <br /> project includes striping by the Contractor, the signs and posts shall be removed by the <br /> Contractor when the no passing zones are re-established by striping. <br /> When the Contractor is not responsible for striping, the signs and posts shall be removed <br /> by the Contractor when the "No Passing Zones" are re-established by striping. Payment <br /> to perform the Work required for this subsection will be under the item "Maintenance and <br /> Protection of Traffic Control." <br /> 1-10.3(4) Traffic Control Labor <br /> The Contractor shall furnish all personnel for flagging to control traffic during construction <br /> operations. Flaggers shall have a current certification (Flagging Card) from the State <br /> ' Department of Labor and Industries (WAC 296-155-305). Employees of the Contractor <br /> engaged in flagging or traffic control shall wear reflective vests and hard hats. During <br /> hours of darkness, white coveralls or white or yellow rain gear shall also be worn. The <br /> vests and other apparel shall be in conformance with Section 1-07.8. The Contractor <br /> shall furnish the MUTCD standard Stop/Slow paddles, except the minimum width shall <br /> be 24-inches, for the flagging operations. During hours of darkness flagger stations shall <br /> be illuminated to insure that flaggers can be easily seen without causing glare to the <br /> traveling public. The Contractor shall develop and use a method to ensure that flaggers <br /> have adequate warning of objects approaching from behind the flagger. <br /> All flaggers shall start a new job with an on-site orientation. This orientation must include, <br /> but not be limited to, the fiagger's role and location on the job site. equipment, traffic <br /> patterns, communications and hazards specific to the work site. <br /> If off-duty uniformed police officers are not available for traffic control for Work within <br /> signalized intersections, Contractor may provide four flaggers. Flaggers are not <br /> permitted within the intersection. Each flagger shall control only one approach and be <br /> stationed near the stop bar. Provide a minimum of a series of three warning signs in <br /> advance of each flagger. Narrow multi-lane approaches to a single lane approaching the <br /> flagger. Provide and require all flaggers use two-way radios to signal each other to <br /> prevent conflicts and hold traffic when construction activities require. <br /> 1 When the Bid proposed includes an item for "Traffic Control Labor," the Work covered <br /> by this item shall be for the labor actually used when authorized by the Engineer for: <br /> 1. The services of flaggers at both ends of a 2-way, single lane operation; or <br /> 2.
