I <br /> CITY OF EVERETT SPECIAL PROVISIONS <br /> Total Float: The amount of time a given activity or path of activities may be delayed <br /> before it will affect the Completion Date. <br /> Traffic: Both vehicular and non-vehicular traffic, such as pedestrians, bicyclists, <br /> wheelchairs, and equestrian traffic. <br /> Unabsorbed Overhead: The reduction or loss of contribution to recovery of the <br /> Contractor's Overhead costs realized by the result of reduced Project or Contractor <br /> billings, or both, due to any reason whatsoever, including a Project extension. <br /> Unit Price Work: Refers to items of Work identified by unit prices in the Proposal. <br /> Working Drawings: Drawings, shop drawings, plans, diagrams, or calculations, <br /> including a schedule of submittal dates for Working Drawings where specified, which the <br /> Contractor must submit to the Engineer. (This definition replaces the definition in <br /> WSDOT 1-01.3 for Working Drawings.) <br /> 1-02 BID PROCEDURES AND CONDITIONS <br /> 1-02.1 Pre qualifications of Bidders I <br /> Delete 1-02.1 and substitute the following: <br /> 1-02.1 Bidder Responsibility Criteria <br /> 1-02.1(1) Mandatory Bidder Responsibility Criteria <br /> Bidder shall meet mandatory responsibility criteria in accordance with RCW <br /> 39.04.350(1). The City may require the Bidder to submit documentation demonstrating <br /> compliance with the criteria under this 1-02.1(1). The Bidder must: <br /> 1. Registration. Have a current certificate of registration as a contractor in compliance <br /> with chapter 18.27 ROW, which must have been in effect at the time of Bid submittal: <br /> and <br /> 2. UBI. Have a current Washington Unified Business Identifier (UBI) number; and <br /> 3. State Requirements. If applicable: <br /> a. Have Industrial Insurance (workers' compensation) coverage for the bidder's <br /> employees working in Washington, as required in Title 51 ROW; <br /> b. Have a Washington Employment Security Department number, as required in <br /> Title 50 ROW; and <br /> c. Have a Washington Department of Revenue state excise tax registration <br /> number, as required in Title 82 RCW. <br /> 4. Disqualification. Not be disqualified from bidding on any public works contract under <br /> RCW 39.06.010 or 39.12.065(3). <br /> 5. Certification of Wage Compliance. Within the three-year period immediately <br /> preceding the date of the bid solicitation, not have been determined by a final and <br /> binding citation and notice of assessment issued by the department of labor and <br /> industries or through a civil judgment entered by a court of limited or general <br /> jurisdiction to have willfully violated, as defined in RCW 49.48.082, any provision of <br /> chapter 49.46, 49.48, or 49.52 RCW. <br /> 6. Apprentices. If the Project is subject to the apprenticeship utilization requirements in <br /> RCW 39.04.320. not have been found out of compliance by the Washington state <br /> apprenticeship and training council for working apprentices out of ratio, without <br /> appropriate supervision, or outside their approved work processes as outlined in their <br /> Cleveland Avenue Division 1 —GENERAL REQUIREMENTS November 2018 <br /> Sewer System Replacement and <br /> Storm Water Separation <br /> WO No. UP3398 SP -62 1 <br />
