SCOPE OF WORK FOR BUSINESS IMPROVEMENT AREA SERVICES 10/29/2018 <br /> key stakeholders are more forthcoming in a confidential discussion with an outside <br /> party than they will be in a group setting among their peers <br /> 1 .4 — Steering Committee #1 : Process & SWOT Analysis <br /> We recommend an Everett Station District Alliance Steering Committee to work with <br /> the consultants in guiding the process, and leading ratepayer outreach during vetting <br /> and petition gathering. An ideal Steering Committee will have 6-10 members who are <br /> likely to be significant ratepayers if a BIA is formed, and who are predisposed to be sup- <br /> portive of this effort. In our experience,the most effective salespeople for a BIA are the <br /> ratepayers themselves. Usually this means property owners.We also find that is most <br /> effective to begin with a group that is supportive of the downtown organization and its <br /> mission and inclined to be in favor of an equitable funding structure with everyone <br /> paying their fair share. <br /> BDS will prepare materials for each Workgroup meeting, including thoughtful agendas <br /> with realistic time for each item, interesting and accessible advance information, com- <br /> pelling graphics, and a specific plan for what is to be accomplished for each agenda <br /> item. Brian Scott will facilitate all Steering Committee meetings,with Valerie Tran <br /> developing a real-time graphic record on the wall. BDS is known for dynamic meetings <br /> with tight agendas, substantive facilitation, clear information, and working consensus <br /> toward forward movement. The first meeting of the Steering Committee will be getting <br /> everyone acquainted, agreeing on the process and schedule, and identifying Strengths, <br /> Weaknesses, Opportunities, and Threats to the district today. This will become the <br /> foundation of the BIA concept. <br /> 1 .5 — Meeting Summary: Issues & Options <br /> Following each Steering Committee meeting, BDS will debrief with the client and pre- <br /> pare straightforward notes on the discussion and agreed actions, including a photo- <br /> graph of the wallgraphics from the meeting. The first meeting summary will be a sim- <br /> ple list of issues and options for a possible BIA. <br /> 1 .6 — Steering Committee #2: Boundaries, Services, Budget <br /> The Steering Committee will consider possible BIA boundaries,potential work plans, <br /> budgets, and resulting assessments. The basis for meaningful BIA decisions is infor- <br /> mation about the properties in question. BDS will work with the City use the <br /> Snohomish County Assessor's GIS data to develop a dataset for each area to see which <br /> properties would pay, and how much, under various assessment scenarios. In the <br /> course of our work in dozens of business districts, BDS has developed a standard <br /> BDS 4 <br />
