SCOPE OF WORK FOR BUSINESS IMPROVEMENT AREA SERVICES 10/29/2018 <br /> spreadsheet format for presenting property information and exploring different assess- <br /> ment scenarios in real time with business district work groups. BDS will also develop <br /> maps to support the property data and district boundary decision-making. We have de- <br /> veloped graphic techniques to illustrate different land uses, levels of assessment and <br /> BIA support,benefit zones, and other variables in designing a final BIA proposal. A <br /> meeting summary will follow. <br /> 1 .7 — Deliverable #2: BIA Concept— Disscussion Draft <br /> Following the second Steering Committee ADS will prepare a BIA Concept document. <br /> This first"discussion draft"will include rationale for a BIA, a possible boundary and <br /> services, as well as a high-level conceptual cost budget. This will be a tool for Steering <br /> Committee members to use in vetting the BIA Concept with key ratepayers. <br /> 2: Vetting & Final Proposal <br /> 2.1 — Weekly Telephone Check-ins on Progress <br /> At this stage of BIA concept development, it is critical to get feedback from key ratepay- <br /> ers who are not on the Steering Committee. The best way for this to work is for Steering <br /> Committee members to reach out to their fellow ratepayers to discuss the possible BIA <br /> and gather input. BDS will conduct bi-weekly phone calls with City staff and Everett <br /> Station District Alliance representatives to monitor progress, answer questions, and <br /> provide coaching as needed. <br /> 2.2 — Steering Committee #3: Draft BIA Proposal <br /> At its third meeting, the Steering Committee will review ratepayer feedback, and adjust <br /> until they agree on a Draft BIA Proposal. A meeting summary will follow. <br /> 2.3 — Deliverable #3: Draft BIA Proposal <br /> Following the third Steering Committee meeting, ADS will prepare a more detailed <br /> Draft BIA Proposal with maps, service descriptions, and budgets. <br /> BDS will rely on City staff and Everett Station District Alliance representatives to de- <br /> velop a specific budget and business plan for inclusion in the Draft BIA proposal. BDS <br /> will also rely on City staff and Everett Station District Alliance representatives to de- <br /> velop a BIA Business Plan document with fairly detailed plans for services,budgets, <br /> and governance of the proposed BIA. (Note:given Everett Station area's proximity to <br /> the existing downtown Everett BIA, it may be very useful to include their staff in this <br /> part of the process. Downtown BIA staff can share experiences and potentially explore <br /> efficiencies in collaborating in service delivery.) <br /> BDS 5 <br />
