SCOPE OF WORK FOR BUSINESS IMPROVEMENT AREA SERVICES 10/29/2018 <br /> 2.4 — Steering Committee #4: Final Proposal and Outreach Strategy <br /> At its fourth meeting, the Steering Committee will review the Draft Proposal and refine <br /> it into a Final Proposal. This meeting will also include a work session to outline out- <br /> reach strategies and specific assignments to get ratepayer signatures on petitions. <br /> 2.5 — Meeting Summary: Final Proposal <br /> The summary of the fourth Steering Committee will include all the content for the fi- <br /> nal BIA proposal, as well as specifics of the outreach strategy and assignments. <br /> In addition to a final proposal and petition packet, language will need to be drafted for <br /> the BIA ordinance and Everett Municipal Code. This will be done by the City with input <br /> and review by BDS. <br /> 2.6 — Deliverable #4: Petition Packet <br /> Following the fourth Steering Committee meeting, OS will prepare the BIA petition <br /> packet for mailing to all prospective ratepayers. This packet will include a cover letter, a <br /> unique signature page for each packet with individual assessment amounts, a graphical <br /> BIA Concept summary, the formal petition, and the BIA business plan. <br /> The petition packets also must be printed, collated and mailed. This is mostly a clerical <br /> task,but it can get complicated with unique signature pages in each packet.Addition- <br /> ally, quite a few property owners will own more than one property parcel. It will be eas- <br /> ier for the prospective ratepayers if these multiple petitions are assembled and deliv- <br /> ered as a group. This production activity might be done by City staff and/or Everett Sta- <br /> tion District Alliance representatives,but BDS can also provide this service if needed. <br /> 3: Petitioning & City Process <br /> 3.1 — Weekly Telephone Check-ins on Progress <br /> The petition process is often quite a slog. After an initial surge when active BIA sup- <br /> porters all sign their petitions, progress can slow to a crawl. In our experience, the best <br /> way to combat this is to schedule weekly meetings to review progress,provide coach- <br /> ing, prod people to make their ratepayer visits, troubleshoot issues, and so forth. Brian <br /> Scott will participate in these weekly meetings by telephone (and in-person as needed). <br /> He can offer encouragement and experience from other BIA efforts. <br /> 3.2 — City Council Briefing <br /> Working closely with City staff, 8DS will prepare materials and Brian Scott will attend a <br /> City Council meeting or work session to brief the Council on the proposal that is mak- <br /> ing its way toward them. <br /> BDS 6 <br />
