No council <br /> member responded <br /> Dan Eernissee, Economic Development; Allan Giffen, Planning; and Tim <br /> Benedict, Legal, provided an overview of the proposed ordinances and <br /> agreement. <br /> Discussion ensued regarding the phased approach to construction, revenue <br /> from construction and future retail areas, materials being used for <br /> construction, the Multi-Family Tax Exemption, and how the design differs <br /> from the original proposed development. <br /> Chester Craig, Everett, spoke in opposition to the development due to <br /> increased traffic and water usage, and overpopulation of schools. <br /> Katrina Lindahl, Everett, spoke in favor of the development and urged the <br /> developers to allow adequate access to the Snohomish River. <br /> Moved by Council Member Roberts, seconded by Council Member <br /> Moore, to close the public hearing. <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> Council members discussed parking, access to businesses, access to the <br /> Snohomish River, traffic impacts, fulfilling the public wishes for the <br /> development, and Shelter Holdings ability to meet the deadlines of the <br /> proposed phases of development. <br /> Eric Evans, Shelter Holdings, provided an overview of parking and access <br /> to the river. <br /> Janice Green, Everett, spoke about property taxes and incorporating <br /> affordable housing. <br /> Mr. Giffen and Mr. Eernissee explained more about the Multi-Family Tax <br /> Exemption and property values to address Ms. Green's comments. <br /> 133 <br />
