471/ ' <br /> 4. On September 1, 2015, Officer Keirsey and Ted Budden, City of Everett Building <br /> Division Inspector, conducted an inspection of the exterior of the residential <br /> structure on the property, the common areas and the interior of units#1, #3 and #4. <br /> During the inspection the following conditions were observed and photographed by <br /> Officer Keirsey and Inspector Budden. Inspector Budden identified the following in <br /> an email to Officer Keirsey. <br /> a. Many of the baseboards heaters were damaged and inoperable and some of the <br /> heaters were installed underneath electrical outlets. <br /> b. Numerous electrical outlets were missing covers. <br /> c. The electrical panel in unit#3 was missing a dead front, an electrical circuit <br /> breaker had been installed that was oversized for the kitchen range and cooktop <br /> and circuits were overloaded throughout the unit. <br /> d. Hot water heaters were incorrectly wired and temperature and pressure relief <br /> lines were incorrectly installed. The main shut off valve serving the hot water <br /> heaters was corroded and leaking. <br /> e. Sink drains in some of the units were leaking. <br /> f. Smoke alarms were missing in units. Carbon monoxide detectors were not <br /> provided. <br /> g. Windows were taped shut or broken. Skylight glazing was cracked or broken. <br /> h. Laundry equipment was incorrectly installed and installed into a room that floods <br /> whenever it rains. <br /> i. Plumbing in the laundry room lacked pipe traps and the waste water pipes <br /> leaked. <br /> j. The dryer is not ducted out of the building. <br /> k. There was deterioration observed on the exterior decks, stairways, railings, <br /> porches and porch columns.
