Respondents last known address which Officer Keirsey obtained from Snohomish <br /> County Assessors Record. A copy was posted at the property. Each method of <br /> service used is independently sufficient to provide notice. (Pursuant to EMC <br /> 1.20.010.C.1) (Exhibit#4, Violation Citation dated September 4, 2015 with mail <br /> receipts) (Exhibit#5, Declaration of Service dated September 4, 2015) (Testimony <br /> of Code Enforcement Officer Keirsey) <br /> 6. On September 4, 2015, Officer Keirsey posted the property with a condemnation <br /> placard that was issued because of the deteriorated condition of the interior and <br /> exterior surfaces of the occupied residential fourplex, and, for improperly installed <br /> electrical and mechanical equipment within the residential structure. These <br /> deficiencies rendered the structure unfit and unsafe for human habitation. A notice <br /> of condemnation was mailed to the Respondent via first class mail and certified <br /> mail. The notice informed the Respondent of the violations present on the property <br /> and cited that the structure must be vacated no later than September 14, 2015. <br /> (Exhibit#9, Notice of Condemnation dated September 4, 2015 with mail receipts) <br /> (Exhibit#10, Condemnation Placard dated September 4, 2015) (Testimony of Code <br /> Enforcement Officer Keirsey) <br /> 7. On September 14, 2015, Officer Keirsey reinspected the property and observed that <br /> the tenants were moving out of the residential fourplex structure on site. (Testimony <br /> of Code Enforcement Officer Keirsey) <br /> 8. On September 21, 2015, the Respondent applied for and was issued a permit <br /> (#BW1509-003)for interior and exterior repair to the deck, laundry room, front porch <br /> and side walkway/deck of the residential fourplex structure on the property. (Exhibit <br /> #11, CRW PermitTRAK Screen Print Permit#BW1509-003 dated September 21, <br /> 2015) (Testimony of Code Enforcement Officer Keirsey) <br /> 9. On November 12, 2015, the Respondent contacted Officer Keirsey and informed <br /> her that he was working with the Building Division to obtain an electrical permit to <br /> make repairs to the electrical systems in the residential structure on the property. <br /> (Testimony of Code Enforcement Officer Keirsey) <br /> 10. On November 13, 2015, Officer Keirsey reinspected the property and observed and <br /> photographed that the residential fourplex structure remained vacant, new windows <br /> were being installed, the front and rear porch/decks were being reconstructed and <br /> the gutters had been removed. The nuisance violations had been abated. (Exhibit <br /> #1 a-1 g, Pre-Hearing Inspection Photos dated November 13, 2015) (Testimony of <br /> Code Enforcement Officer Keirsey) <br /> 11. The City provided the Respondent with an opportunity to correct the conditions that <br /> were in violation of sections of the EMC and provided notice of the date, time and <br /> place of this hearing. The Respondent appeared at the hearing. <br />
