of less than 20-ounce fabric,vinyl canvas and vinyl mesh products without polymeric <br /> plasticizers and signs painted or drawn with water soluble paints or chalks.Signs made of <br /> any other materials shall be considered permanent and are subject to the permanent sign <br /> regulations of this chapter. Blade and feather signs are not considered temporary signs. <br /> 33. "Under-canopy sign" means a sign suspended from a horizontal building projection(i.e., <br /> weather protection)over a public or private sidewalk. <br /> 34. "Video board" means an electronically activated sign that creates the effect of motion or <br /> animation,except as allowed by this chapter for changing electronic message signs which <br /> are in compliance with the 2-1-2 provision. <br /> 35. "Wall sign"means a sign attached, painted onto or erected parallel to and extended not <br /> more than one foot from the facade or face of any building to which it is attached and <br /> supported throughout its entire length,with the exposed face of the sign parallel to the <br /> plane of said wall or facade. <br /> 36. "Wall sign, upper story"means a wall sign located above the floor plate of the second floor <br /> for buildings containing more than one story. <br /> 37. "Window sign" means a sign affixed to windows of a building,whether temporary or <br /> permanent, lighted or unlighted,which may be viewed from the exterior of the building.The <br /> term does not include merchandise located within a building. <br /> D. Section 5 of Ordinance No. 1671-89,as amended (Zoning, Use Tables,Table 5.2,Special <br /> Regulations, EMC 19.05), is amended to read as follows: <br /> SPECIAL REGULATIONS FOR ZONING CODE TABLE NO.5.2 <br /> (10) (a) Office uses are not permitted in the R-3(L)zone, and are permitted in the R-3 zone <br /> only as provided in paragraph (b) of this Special Regulation (10). <br /> (b) Office Uses on Colby Avenue in R-3 and R-4 Zones. Offices are permitted as a stand-alone <br /> use only on corner lots in those portions of the R-3 and R-4 zones that front on Colby Avenue, <br /> between 19th Street and 25th Street,subject to the following requirements: <br /> (1) Office uses may only be established in existing single-family dwellings or in existing <br /> nonconforming buildings.
