Task 5 Environmental <br /> Task 5.1 Early Coordination Meeting with WSDOT <br /> CONSULTANT will schedule, and attend am early coordination meeting with WSDOT to clarify <br /> the SCOPE, schedule, and expectations for the NEPA environmental components of the <br /> PROJECT and identify any issues that could affect the schedule if foreseeable. A walk through <br /> of the PROJECT limits with WSDOT will be led by the PROJECT team with invited City <br /> involvement soon after the PROJECT kick-off meeting. Information gathered during the early <br /> coordination meeting and environmental site visit will be summarized by the CONSULTANT for <br /> inclusion in separate document deliverables, as appropriate, to complete an Environmental <br /> Overview Technical Memorandum (TM) that will briefly summarize the findings of background <br /> review, site observations, and feedback from WSDOT and City Departments. <br /> Task 5.2 Environmental Evaluation, Field Work and Documentation <br /> To gather relevant information about the environmental context of the project action.The <br /> CONSULTANT will conduct a desktop survey to identify known and documented <br /> environmentally sensitive areas (e.g. wetlands, streams, geologic hazards) within and including <br /> an additional 200-foot buffer outside of the PROJECT area boundary. The desktop survey will <br /> also include identifying other potential areas of concern including public properties/parks, <br /> historic and/or cultural resources, disadvantaged populations, and sensitive noise receptors. <br /> Work conducted under this task will be based on internet research and review of existing <br /> documentation on the PROJECT area and vicinity. <br /> Additionally, the CONSULTANT will perform a reconnaissance level field investigation to identify <br /> potential environmentally sensitive areas within and including an additional 200-foot buffer <br /> outside of the PROJECT area boundaries. Field work will be conducted by a CONSULTANT <br /> environmental scientist over the course of no more than one (1) field day. The Ordinary High- <br /> Water Mark(OHWM) of Glenwood Creek will be flagged in the field in the context of the <br /> project on public property for survey pick-up. GPS coordinates may also be taken in the field to <br /> identify the general boundaries of any additional environmentally sensitive areas observed or <br /> during the reconnaissance level field investigation. Field findings will also be documented in <br /> the TM. <br /> The CONSULTANT will also identify the necessary environmental documentation materials as <br /> part of the background information review and site reconnaissance that may be needed to <br /> develop and meet the requirements of the State Environmental Policy Act (SEPA) and the <br /> National Environmental Policy Act (NEPA). No actual permit or regulatory documentation <br /> (including NEPA and SEPA documentation) will be developed under this task.
