Task 5.3 Pre-Application Meeting and Coordination with Everett <br /> Prior to finalizing the review draft of the TM, the CONSULTANT will arrange and attend a pre- <br /> application meeting with City of Everett Public Works, City of Everett Office of Department of <br /> Community Development, and City of Everett Parks and Community Services.The purpose of <br /> the meeting is to present the PROJECT and clarify the CITY's land use and permitting <br /> requirements prior to finalizing the TM and the CDR submittal. The meeting will be attended by <br /> the CONSULTANT Environmental Planning Manager and the CONSULTANT Project Manager. <br /> Task 5.4 SEPA/NEPA Documentation <br /> The PROJECT is expected to qualify as Categorical Exclusion (CE) under NEPA and may qualify <br /> for possible exemption from SEPA under WAC 197-11-800. For this task, the CONSULTANT will <br /> complete the NEPA CE Form and coordinate with the City and WSDOT staff for review and <br /> approval signatures on the form.The CONSULTANT will also complete the SEPA Checklist and <br /> submit the checklist to the CITY for review by CITY staff along with the appropriate land use <br /> application(s). Land use applications that will be required from the CITY for the PROJECT will be <br /> based on discussions in the pre-application meeting. <br /> Assumptions: <br /> • Field work and the project action will be limited to occur on CITY owned property <br /> and/or right-of-entry will have been approved by the CITY prior to initiating any field <br /> work. <br /> • The CONSULTANT will be responsible for completing and submitting CITY permit <br /> applications for all land use development permits or approvals that are required for <br /> the PROJECT. <br /> • CITY staff will be responsible for and obtaining CITY permits and reviews related to <br /> land use development applications including administrative review,grading, site <br /> plan review, right-of-way use, and other related permits as required. <br /> • A SEPA exemption (under WAC 197-11-800) is assumed to be the appropriate SEPA <br /> threshold determination and a SEPA checklist is budgeted under this task to <br /> facilitate that consideration, or to be used by the city for DNS or MDNS issuance if <br /> they determine a SEPA review is necessary. <br /> • Federal funding will require compliance with NEPA. A NEPA CE is assumed to be the <br /> appropriate NEPA determination.The NEPA CE Documentation Form will be <br /> completed. <br /> • The PROJECT is exempt from Section 106 of the National Historic Preservation Act <br /> according to Appendix J, Exhibit B of the October 2018 version of the WSDOT CE <br /> Guidebook (A-6). An independent Cultural Resource Survey will not be needed due <br /> to the exemption. <br /> Maple Heights Bridge Seismic Retrofit 15 <br />
