9. As-builts of storm sewer, sanitary sewer, and water systems will be required to be <br />submitted per Design and Construction Standards and Specifications for Development. <br />10, Any broken or damaged sidewalk shall be repaired/replaced per the City Public Works <br />Inspector. <br />11. Stormwater Management shall be provided for the project in substantial compliance with <br />the submitted Storm Drainage Analysis, dated 1/14/2010, which meets the City's definition <br />of a complete Stormwater Site Plan, <br />12. A Construction Stormwater General Permit, administered by the Department of Ecology, <br />will be required for this project. A traffic mitigation fee of $531,900.00 is required prior to issuance of the first permit. <br />14. The developer shall pay a proportionate share of off -sit.- improvements required to <br />maintain concurrency with City of Everett development standards as outlined below and <br />detailed in the applicant -supplied Traffic Impact Analysis. <br />a. Widen southbound 19"' Ave SE approaching 100"' St SE to add an exclusive right <br />turn lane. <br />b. Widen westbound '100" St SE approaching 19"' Ave SE to provide a left turn lane, a <br />left -through lane, and a right turn lane. <br />15. Per City of Everett Municipal Code 18.40.100.E and the applicant -supplied Traffic Impact <br />Analysis, this development owes 100% of the cost of these improvements. <br />16. Site Access shall be managed as follows: <br />a. The north driveway along 19"' Ave SE shall remain with full access permitted at this <br />time. The City of Everett reserves the right to impose access turning movement <br />restrictions at this location in the future as conditions warrant. <br />b. The south driveway along 191" Ave SE shall be removed and replaced with curb, <br />gutter, and sidewalk to City standards. <br />C. The driveway along 106" St SE shall remain with full access permitted. <br />17, All driveway, curb, gutter, sidewalk, and parking lot layouts must comply with City of <br />Everett Standards. <br />18. Parking must be per City Zoning Code and City Design and Construction Standards and <br />Specification. For the proposed 114,568 square foot retail development, the Everett <br />Municipal Code requires a total of 332 parking stalls. The applicant is proposing a total of <br />427 parking stalls. <br />
