19. Placement and screening of refuse disposal areas must be provided per Section 39.080 of <br />the Zoning Code as follows: <br />a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all multiple <br />family, commercial, industrial, and institutional developments and shall not be located in a <br />required front yard setback area, or street side setback area for corner lots. Where an <br />alley abuts a lot, the garbage receptacles, dumpster, or recycle bin shall be located <br />adjacent to the alley. <br />b. All garbage dumpsters and recycle bins must be screened from view from the street <br />and from adjacent properties. This screening may be done using dense vegetation or by <br />placing the dumpster or recycle bin in a structural enclosure. <br />C. For specifics on design of refuse and recycling facilities, contact Rubatino Refuse <br />Removal, Inc. at 259-0044 for areas generally north of 1121" Street. For areas east of 1-5 <br />from Valley View south, contact Waste Management Northwest, Inc. at 337-1197. <br />20. Any rockeries or retaining walls proposed in required setback areas must be in <br />conformance with Section 39.150 of the Zoning Code. <br />21. Rooftop mechanical equipment, including vents, must be screened per Section 39.040 of <br />the Zoning Cede. NOTE: Prior to the issuance of any Public Works or Building Permits, <br />the City must review and approve architectural or structural screening elements for rooftop <br />mechanical equipment. <br />22. Building setbacks must be a minimum of ten (10) feet front yard, 5 feet side yard and 20 <br />feet rear yard. Building height shall be a maximum of 35 feet. <br />23. Landscaping must be provided per Section 35 of the Zoning Code. At a minimum this must <br />include the following: <br />A landscape strip a minimum of ten (10) feet wide must be provided in the front yard <br />setback area along 191" Avenue SE, except for the driveway. 19" Avenue SE is a Gateway <br />Cor: idor and must be planted to Gateway Corridor standards incluoing street trees planted <br />at twenty (20) foot on center. There are existing mature trees along this street frontage <br />which meet the City's landscape standards. Additional trees must be planted for a more <br />intense treatment in compliance with Gateway Corridor standards. <br />b. A landscape strip a minimum of ten (10) feet wide must be planted along the west <br />property line abutting the 1-5 freeway. This area shall be planted with Type II landscaping <br />including additional trees, shrubs and groundcover. NOTE: The selected ground cover <br />must attain a coverage of 90% within three (3) years of planting. Please see Section <br />35. 110 of the EMC for ground cover spacing requirements for 2.5-inch pots, 4-inch pots <br />and one (1) gallon pots. <br />C. A landscape strip a minimum of five (5) feet vide must be planted along the north <br />property line abutting the Skate Deck. The applicant is required to plant additional trees, <br />shrubs and ground cover as shown on the Conceptual Landscape Plan dated <br />February 25. 2010. <br />/7 i <br />
