Said plan-checking fees for buildings of Groups I and J Occupancies shall be one-half of the building permit fees, except that where the same drawings are used for more than one proposed construction, the plan-checking fee for a second and subsequent proposed construction shall be one-quarter of the building permit fee. Plan- checking fees for all other buildings shall be 65 per- cent of the building permit fees as set forth in Table No. 3-A. " Where plans are incomplete, or changed so as to require additional plan checking, an additional plan-check fee shall be charged at a rate established by the Building Official . Section 6 : That Section 1304 of the Uniform Building Code, 1973 Edition, be and hereby is amended by adding the following to the end of the Section. "Section 1304 - Exit Facilities Every dwelling unit or every sleeping room or portion thereof in any story which is more than 12 feet above grade as defined herein and having an occupant load of 10 or more shall have access to the number of exits as required in Section 3302 (a) for floors above the first floor. Every dwelling unit or every sleeping room or portion thereof in any story, which is more than 12 feet above grade as defined herein and having an occupant load of less than 10, shall have access to two exits . Exceptions: 1 . Every occupant may have access to one exit and one horizontal exit through a two-hour fire-resistive area separation wall . 2 . Every dwelling unit or every sleeping room sepa- rated from other dwelling units or sleeping rooms by one-hour fire-resistive construction may have one pri- vate exit which discharges to the exterior at grade level. 3 . Every dwelling unit or every sleeping room which is protected with an automatic fire extinguishing sprinkler device installed inside every opening into exit ways , may have one exit. Interior corridors and stairways serving an occupant load of less than 10 may have one exit provided they are separated from other spaces by one-hour fire- resistive separation or equivalent fire protection as approved by the Building Official . " Section 7 : That Subsection 1310 (a) of the Uniform Building Code, 1973 Edition, be and hereby is amended as follows: "Subsection 1310 (a) - Fire Detection Systems Every dwelling unit within an apartment house shall be provided with approved detectors of products of combus- tion other than heat conforming to U.B.C. Standard No . 43-6 mounted on the ceiling or wall at a point central- ly located in the corridor or area giving access to rooms
