an addendum change to plans or specifications , the re- fund shall be proportionate to the change made. Where plans and specifications have been checked no plan checking fee may be refunded. Upon receipt of notice to refund fee, the City Treasurer shall draw and pay a warrant upon the general fund in the amount of the refund so stated by the Electrical Inspector to be due. Section 10: ELECTRICAL WORK INSPECTION REQUIRED No owner, contractor, or other persons engaged in the construction of any building or structure or otherwise, shall do or permit to be done any work of any kind whatsoever which will cover or conceal in any way electrical equipment, until the same has been inspected and approved. The inspector shall have the power, when by him deemed necessary for careful inspection of any electrical equipment to remove any construction which prevents careful inspection on his part. Upon completion of said work, it shall be the duty of the persons doing the same to notify the City Electrical Inspector within twenty-four hours after completion of said work. The Electrical Inspector shall at once proceed to inspect the same, and if said work is in all respects in conformity with the pro- visions of this chapter, he shall issue a certificate of final inspection, which shall contain the date of final inspection. No electrical current shall be turned on such electrical equipment, and no electrical equipment put into service until this certificate is issued. Section 11 (a) : TEMPORARY PERMIT ISSUANCE If, after being notified of the completion of any electrical work or electrical equipment hereinbefore specified, the inspector shall be unable to inspect the same within a period of twenty-four hours immediately following the service of said notice of completion, the City Electrical Inspector may issue a temporary permit allowing current to be turned on such electrical equipment, pending the inspection of the work. Section 11 (b) : REINSPECTION - WHEN REQUIRED Whenever an application is made to the City Inspector for reinspection of any work heretofore done, prior to the passage of this chapter; or when any application or petition is filed or made to make extensions , alterations or repairs, amounting to sixty percent (60%) of the wiring or other electrical work already done and completed in said building, then and in that event, the entire work shall be subject to reinspection by said City Inspector and when any sufficient number of extensions are made upon any work completed after the passage of this chapter, which in the aggregate shall equal sixty percent (60%) additional wiring or electrical work done, then, and in that event, such building shall be subject to reinspection. Section 12 : STRUCTURES TO BE INSPECTED PERIODICALLY Any person owning or in the possession of any building or other structure, within the City of Everett, shall permit the inspector to enter and inspect said building and premises once in every three months, or oftener if deemed necessary by the City Electrical Inspector, for the purpose of ascertaining whether the electrical equipment, in or about said building or other structure, or premises, is in conformity with the provisions of this chapter;
