• <br /> upon matters pertaining to building construction. The Building <br /> Official shall be an ex officio member and shall act as Secre- <br /> tary of the Board. The Board of Appeals shall be appointed by <br /> the Mayor and shall hold office at his pleasure. The Board <br /> shall adopt reasonable rules and regulations for conducting <br /> its investigations and shall render all decisions and findings <br /> in writing to the Building Official with a duplicate copy <br /> to the appellant and may recommend to the City Council such new <br /> legislation as is consistent therewith. " <br /> Section 17 : CUTTING OR DISTURBING WIRING <br /> It shall be unlawful for any person in any way to cut, disturb, <br /> alter or change any electrical wiring, or to permit such electrial <br /> wiring to be cut, disturbed, altered or changed, unless done in <br /> conformity with the provisions of this chapter. No person shall place <br /> or permit to be placed any pipe, unapproved thermal insulation, <br /> structure or material of any kind within one inch of open wiring. <br /> Nor shall any person, place or permit to be placed any steam, hot <br /> water or hot air piping near any wiring if the temperature of such <br /> wiring will thereby be increased to more than approved maximum <br /> temperature allowed for such conductors or raceways. <br /> Section 18 : OVERFUSING PROHIBITED <br /> It shall be unlawful for any person to overfuse any con- <br /> ductor motor or apparatus in excess of the maximum allowed by <br /> this chapter for such conductor, motor or apparatus , or to install <br /> any substitute in lieu of an approved fuse or circuit breaker, <br /> or to interfere with any automatic device, so as to reduce the <br /> factor of safety of the same. <br /> Section 19: INTERPRETATION BY INSPECTOR <br /> The inspector shall answer any relevant questions and give <br /> any desired information in respect to the meaning, intent or <br /> application of the regulations and rules of this chapter. The <br /> inspector is not, however, empowered to and shall not lay out <br /> work or act in the capacity of consulting engineer for contractors , <br /> mechanics or owners. <br /> Whenever it is necessary for the City Electrical Inspector <br /> to make a determination concerning conflicting interpretations of <br /> this chapter or any code adopted herein, or concerning whether <br /> this chapter or adopted codes apply to a specific circumstances, <br /> he will publish his opinion by memorandum to members of the <br /> Cascade Chapter of the National Electrical Contractors Association <br /> and any other organization that requests the information within <br /> 15 days of final determination. <br /> Section 20: ELECTRIC FENCES <br /> It shall be unlawful for any owner, lessee, or person in <br /> possession of any building or property, to construct, maintain <br /> place, or allow to be constructed, maintained, or placed on, <br /> about or upon such a building or property, any fence, barrier, <br /> partition, or obstruction electrically charged or connected with <br /> the electrical charge, which may come in contact with persons, <br /> animals, or things, except in the areas and under the conditions <br /> set forth in the Everett City Code 2. 40. 010 (Ordinance 4022) . <br /> Section 21 : EXTENSION CORDS <br /> Extension cords of more than six feet in length will not <br /> be permitted unless used only on a temporary basis. Any use in <br /> one location for a period of more than 15 days shall be considered <br /> permanent. (Cords used in building construction excluded) . Ex- <br /> tension cords shall be used and protected in such a manner so <br /> there will be no possible danger of fire or bodily injury. <br />
