That the organization pay into the City Treasury <br /> a license fee at the rate of Five Dollars ($5 . 00) and pro- <br /> cure a license therefor upon payment of said license fee. <br /> Section 5 <br /> Each Employee to have License: In case a company is <br /> engaged in such business, it shall procure a license <br /> for each of its employees carrrying on such business . <br /> Section 6 <br /> Limited to Thirty Days Per Year: No person shall act <br /> as auctioneer of jewelry, gold, silver or plated ware, <br /> precious stones , watches, clocks , books , bric-a-brac, <br /> rugs , clothing, china, porcelain, crockery, glassware, <br /> art goods , linens , laces , or leather goods for a period <br /> of over thirty (30) days in any one year. <br /> Section 7 <br /> Misrepresentation--Prohibited--To be considered Warranties : <br /> No auctioneer shall misrepresent the quality, kind or value <br /> of any article at any auction sale, and any statements , <br /> oral or written, regarding the same shall be considered as <br /> warranties . <br /> Section 8 <br /> Business Hours : No auction shall be held between the hours <br /> of midnight and eight o'clock the following morning, and <br /> none of the above-mentioned articles shall be given away, <br /> disposed of or offered to any person as a gift, premium, <br /> bonus or inducement to purchase any other article or com- <br /> modity. <br /> Section 9 <br /> B'-Bidders--Prohibited: No person shall act as a by- <br /> bidder, or what is commonly known as "capper" , a <br /> "booster" , or a "schiller" at any auction or offer or make <br /> any false bid to buy or pretend to buy any such article <br /> sold or offered for sale at any public auction sale . <br /> Section 10 <br /> Selling By Chance or Lot--Prohibited: No such license <br /> shall authorize the sale of prize package or the distri- <br /> bution of any article or thing in any form by chance <br /> or lot. <br /> Section 11 <br /> Noise Making--Prohibited: No auctioneer shall ring any <br /> bell, blow any horn, or use any noisy instrument, or <br /> cause any such things to be done for the purpose of <br /> giving notice of any public sale or auction. <br /> Section 12 <br /> Misrepresentation--Prohibited: <br /> It shall be unlawful for any person to in any way misrepresent <br /> the quantity or quality of any goods, wares or merchandise <br /> sold or offered for sale at public auction in said City, or <br /> fail to state fully to the buyer the quality or firmness <br /> of any such goods, wares and merchandise. <br /> Section 13 <br /> License--To Be Exhibited Upon Request: It shall be un- <br /> lawful for any person having such license to fail or <br /> refuse, upon demand of any City officer, to exhibit such <br /> license to such officer. <br />
