CHAPTER 8 - PAWNBROKERS , JUNK AND SECOND-HAND DEALERS* Section 1 License--Required: No person shall engage in the business of dealing in junk, or second-hand goods and merchandise, except second-hand furniture, or engage in the business of pawnbroker in the City of Everett, without first obtaining a license therefor. Section 2 Second hand dealer--Pawnbroker--Defined: For the purpose of this chapter and other ordinances relating to the above named dealers any person engaged in the business of dealing in second-hand goods , wares, and merchandise, except second- hand furniture, or engaged in the business of dealing in junk or any kind, shall be deemed a second hand dealer, whether engaged in such business in whole or in part; and for such purposes any person whose business or occupation in whole or in part is to take or receive by pledge , pawn, or exchange, any goods , wares , or merchandise, or any kind of personal property whatsoever, for the security of any money lent thereon, shall be deemed a pawnbroker. Section 3 Requirements in Addition to General Provisions : In addition to the general requirements , there is the additional require- ment that the applicant(s) or manager (s) or owner (s) of the applicant have not been convicted of a crime of moral turpetude or intent to defraud within ten (10) years from the date of application, and, furthermore, has not within (10) years from the date of application been released from a penal institution or from active supervision or parole as a result of the conviction of any of the aforementioned crimes . Section 4 Licenses--Limitation--Removal of place of business : No person shall engage in any such business in more than one place, or maintain more than one shop or store for the same, by virtue of one license; and whenever the holder of any such license desires to remove his place of business he shall at once notify the chief of police in writing of such removal, giving the street and number of place to which removal is made. Section 5 Licensees--To indicate type of business to public: Every person licensed under this chapter shall cause his name, or the name under which he does business , followed by the words "licensed Junk Dealer" , "Licensed Second Hand Dealer" or "licensed Pawnbroker" , as the case may be, to be print- ed or painted in large plain English characters , and placed over the outside street entrance of his place of business , and also upon any wagons or vehicles used by him in such business.
