CHAPTER 8 - PAWNBROKERS , JUNK AND SECOND-HAND DEALERS* <br /> Section 1 <br /> License--Required: No person shall engage in the business <br /> of dealing in junk, or second-hand goods and merchandise, <br /> except second-hand furniture, or engage in the business of <br /> pawnbroker in the City of Everett, without first obtaining <br /> a license therefor. <br /> Section 2 <br /> Second hand dealer--Pawnbroker--Defined: For the purpose of <br /> this chapter and other ordinances relating to the above <br /> named dealers any person engaged in the business of dealing <br /> in second-hand goods , wares, and merchandise, except second- <br /> hand furniture, or engaged in the business of dealing in <br /> junk or any kind, shall be deemed a second hand dealer, <br /> whether engaged in such business in whole or in part; and <br /> for such purposes any person whose business or occupation <br /> in whole or in part is to take or receive by pledge , pawn, <br /> or exchange, any goods , wares , or merchandise, or any kind <br /> of personal property whatsoever, for the security of any <br /> money lent thereon, shall be deemed a pawnbroker. <br /> Section 3 <br /> Requirements in Addition to General Provisions : In addition <br /> to the general requirements , there is the additional require- <br /> ment that the applicant(s) or manager (s) or owner (s) of the <br /> applicant have not been convicted of a crime of moral <br /> turpetude or intent to defraud within ten (10) years from <br /> the date of application, and, furthermore, has not within <br /> (10) years from the date of application been released from <br /> a penal institution or from active supervision or parole as <br /> a result of the conviction of any of the aforementioned <br /> crimes . <br /> Section 4 <br /> Licenses--Limitation--Removal of place of business : No <br /> person shall engage in any such business in more than one <br /> place, or maintain more than one shop or store for the <br /> same, by virtue of one license; and whenever the holder of <br /> any such license desires to remove his place of business <br /> he shall at once notify the chief of police in writing of <br /> such removal, giving the street and number of place to <br /> which removal is made. <br /> Section 5 <br /> Licensees--To indicate type of business to public: Every <br /> person licensed under this chapter shall cause his name, <br /> or the name under which he does business , followed by the <br /> words "licensed Junk Dealer" , "Licensed Second Hand Dealer" <br /> or "licensed Pawnbroker" , as the case may be, to be print- <br /> ed or painted in large plain English characters , and placed <br /> over the outside street entrance of his place of business , <br /> and also upon any wagons or vehicles used by him in such <br /> business. <br />
