• Section 6 Restrictions on Business : No junk or second hand dealer or pawnbroker shall deal with, or take or receive any- thing from any person habitually addicted to the use of morphine or drugs , or knowingly take or receive anything from any servant or employee, without first ascertaining that such thing is the property of such servant or employee; nor shall any such dealer receive any goods or property from any person on Sunday, or after 10 :00 p.m. , or before 7: 00 a.m. on any other day. It shall be the duty of persons engaged in such businesses , upon receiv- ing information that any goods or things taken or received by them or left with them have been lost or stolen, to at once notify the Chief of Police of such fact, giving the name of the person from whom such thing was received, the time of its receipt, and such other facts as may tend to the discovery or conviction of the thief or thieves . Section 7 Records of business transactions--Required: Every pawn- broker or second-hand dealer in the City of Everett, or their employees, shall keep a book in which shall be legibly written at the time of each purchase or loan made an accurate description of the goods, articles or things purchased or pawned, the time of purchasing or pledging the same, the amount of money paid therefor or loaned thereon, the rate of interest to be paid on such loan, the time within which said pawn is to be redeemed, and the name , age and place of residence, with the street number of the house of the person selling or pledging such article or thing, and when any watch is pledged to any pawnbroker or second-hand dealer he shall write in said book the number of the movement and the number of the case , if any, and the maker thereof, and when any jewelry, or gold or silver articles of any kind are sold or pledged to any pawnbroker or second-hand dealer he shall note in such book all letters or marks inscribed thereon; provid- ed, that when an article purchased or received is furniture or the contents of any house or room actually inspected on the premises , a general record of the transaction shall be sufficient. Section 8 Record of transaction--Content--To be given to Chief of Police : All pawnbrokers , second-hand dealers and junk dealers shall upon the making of a purchase or the acceptance of an article for pawn, immediately fill out a report of said purchase or pawn on the blank forms to be furnished by the City of Everett, giving the following information: (A) A description of all articles received by way of purchase or pledge; (B) The number of the ticket in case of pledge issued thereon; (C) The amount of the loan; (D) The name of the person making the pawn or pledge , together with such person' s residence by way of address , giving street and city; (E) A description of the person making the sale, pawn, or pledge;
