the number of vehicles authorized under said license and 'the <br /> date of issuance; otherwise the application shall be denied. <br /> In making the above findings , the City Clerk shall take in- <br /> to consideration the number of respective for-hire vehicles <br /> already in operation, whether existing transportation is <br /> adequate to meet the public need, and the probable affect of <br /> the increased service on local traffic conditions and the <br /> character, experience and responsibility of the applicant. <br /> Section 8 <br /> Liability Insurance: Every applicant shall file with the <br /> City Clerk the policy or policies of public liability insur- <br /> ance, approved as to sufficiency by the City Clerk, and as <br /> to form by the City Attorney, issued by an insurance company <br /> or companies authorized to do business in the State of <br /> Washington, providing indemnity for or protection to the City <br /> of Everett as well as providing public liability insurance <br /> coverage for each and every vehicle for-hire owned, operated <br /> and/or leased by the applicant for injury to or death of persons , <br /> passengers, or otherwise, in accidents resulting from any <br /> cause by which the owner of said vehicle would be liable on <br /> account of any liability imposed upon him by law, regardless <br /> of whether the vehicle for-hire was being driven by the owner <br /> or his agent, such insurance shall be in the sum of one hundred <br /> thousand dollars for the injury or death of one person, or <br /> three hundred thousand dollars for the injury or death of <br /> more than one person in any one accident, and fifty thousand <br /> dollars for property damage. <br /> Every such policy of insurance shall continue to the full <br /> amount thereof notwithstanding any recovery thereon and <br /> shall provide that the liability of the insurer shall not <br /> be affected by the insolvency or bankruptcy of the assured. <br /> The policy shall be for the benefit of any and all judgment <br /> creditors . Each insurance policy required hereunder shall <br /> extend for the period covered by the license applied for <br /> and the insurer shall be obliged to give not less than <br /> ten (10) days written notice to the City Clerk in the event <br /> of any change or cancellation. <br /> Section 9 <br /> Driver' s Permit-Required: No person shall operate a motor <br /> vehicle for hire on the streets of the City of Everett and <br /> no person who owns or controls such vehicle for hire shall <br /> permit it to be so driven and no vehicle licensed by the <br /> City of Everett shall be so driven at any time for hire un- <br /> less the driver of said vehicle shall have first obtained <br /> and shall have then in force a for-hire driver' s permit <br /> issued under the provisions of this chapter. <br /> Section 10 : <br /> Driver' s Permit-Application: An application for a for-hire <br /> cariver' s permit snail be filed with the City Clerk on forms <br /> provided by the City of Everett. Such application shall be <br /> sworn to by the applicant and shall contain the following <br /> information: <br /> (A) Names and address of four residents of the City <br /> of Everett who have known the applicant for a period of one <br /> year and who will vouch for the sobriety, honesty and general <br /> good character of the applicant; <br /> (B) The experience of the applicant in the transpor- <br /> tation of passengers; <br /> (C) The educational background of the applicant; <br /> (D) A concise history of his employment; <br /> (E) Pictures and fingerprints . <br />
