the number of vehicles authorized under said license and 'the date of issuance; otherwise the application shall be denied. In making the above findings , the City Clerk shall take in- to consideration the number of respective for-hire vehicles already in operation, whether existing transportation is adequate to meet the public need, and the probable affect of the increased service on local traffic conditions and the character, experience and responsibility of the applicant. Section 8 Liability Insurance: Every applicant shall file with the City Clerk the policy or policies of public liability insur- ance, approved as to sufficiency by the City Clerk, and as to form by the City Attorney, issued by an insurance company or companies authorized to do business in the State of Washington, providing indemnity for or protection to the City of Everett as well as providing public liability insurance coverage for each and every vehicle for-hire owned, operated and/or leased by the applicant for injury to or death of persons , passengers, or otherwise, in accidents resulting from any cause by which the owner of said vehicle would be liable on account of any liability imposed upon him by law, regardless of whether the vehicle for-hire was being driven by the owner or his agent, such insurance shall be in the sum of one hundred thousand dollars for the injury or death of one person, or three hundred thousand dollars for the injury or death of more than one person in any one accident, and fifty thousand dollars for property damage. Every such policy of insurance shall continue to the full amount thereof notwithstanding any recovery thereon and shall provide that the liability of the insurer shall not be affected by the insolvency or bankruptcy of the assured. The policy shall be for the benefit of any and all judgment creditors . Each insurance policy required hereunder shall extend for the period covered by the license applied for and the insurer shall be obliged to give not less than ten (10) days written notice to the City Clerk in the event of any change or cancellation. Section 9 Driver' s Permit-Required: No person shall operate a motor vehicle for hire on the streets of the City of Everett and no person who owns or controls such vehicle for hire shall permit it to be so driven and no vehicle licensed by the City of Everett shall be so driven at any time for hire un- less the driver of said vehicle shall have first obtained and shall have then in force a for-hire driver' s permit issued under the provisions of this chapter. Section 10 : Driver' s Permit-Application: An application for a for-hire cariver' s permit snail be filed with the City Clerk on forms provided by the City of Everett. Such application shall be sworn to by the applicant and shall contain the following information: (A) Names and address of four residents of the City of Everett who have known the applicant for a period of one year and who will vouch for the sobriety, honesty and general good character of the applicant; (B) The experience of the applicant in the transpor- tation of passengers; (C) The educational background of the applicant; (D) A concise history of his employment; (E) Pictures and fingerprints .
