CHAPTER 18 - AMBULANCE SERVICE Section 1 : Definitions A-1 Ambulance shall mean any privately or publicly owned vehicle that is equipped and used for transporting any sick or injured person from the scene of any accident or disaster or emergency situation to or from a hospital clinic or other location where professional medical care is available . The word "Ambulance" may not be used, in part or in its entirety, by any vehicle except as herein de- fined. The provisions of this act shall not be deemed applicable to operators of a nonemergency-type service , such as a convalescent service for the transportation of sick or invalid persons . A-2 Emergency Aid Car shall mean any publicly owned and operated vehicle that is equipped and may be used for transporting any sick or injured person from the scene of any accident or disaster or emergency situation to a hospital , clinic or other location where professional medical care is available. B. Ambulance Service shall mean any person who operates an ambulance within the City of Everett which meets stand- ards as described in Section 2 herein which repeatedly conveys injured or sick patients . C. Ambulance Attendant/Emergency Medical Technician shall mean an individual, including drivers , certified in accord- ance with Section 9B. D. Conditional Ambulance Attendant/Conditional Emergency Medical Technician shall mean an individual certified in accordance with Section 9C (3) . E. Patient shall mean an individual who is sick, injured, wounded or otherwise incapacitated or helpless. F . Person shall mean any individual , firm, partnership, association, corporation, company, group of individuals acting together for a common purpose or organization of any kind, including the City of Everett, any other govern- mental agency except the United States of America, the State of Washington, or Snohomish County. G. Emergency First Aid Service shall mean any civil , volunteer, or fee for service agency providing first aid service within the City of Everett, but not providing victim transportation except in dire emergencies . H. License Officer shall mean the Mayor of Everett or his designees who shall administer and enforce the require- ments of this Ordinance . I . Advisory Committee shall mean a committee as defined in Section 7 . J. Sick or Injured Person shall mean any patient to be transported by wheelchair who is not able to get into the wheelchair with the help of only one person; any patient who is unstable and unable to take care of himself; any patient incapacitated by medication, requiring oxygen, or requiring aid enroute.
