CHAPTER 22 - MERCHANT PATROL AGENCIES & PRIVATE DETECTIVES* Section 1 License--Required: It is unlawful for any person, corpora- tion, association, copartnership or any other organization of any kind to act as or carry on the occupation of merchant (security) patrolman or merchant patrol agency, or private detective or private detective agency within the limits of the City of Everett without first having made the application therefor to the City Clerk and approved by the Chief of Police pursuant to a security clearance and issued a license from the City Clerk of the City of Everett for the carrying on of the occupation or acting as such merchant (security) patrolman, merchant patrol agency or private detective or private detective agency. Section 2 Individual license--Required: It is unlawful for any person, corporation, association, copartnership or any other organi- zation of any kind to employ or cause to be employed any merchant (security) patrolman or private detective, or any other person or persons to act as such within the limits of the City of Everett, who has not first made application and obtained a license as provided in this chapter, to carry on such business or occupation. Section 3 Requirements In Addition to General Provisions : In addi- tion to the general requirements , there is the additional requirement that the applicant (s) or manager (s) or owner (s) of the applicant have not been convicted of a crime of moral turpetude or intent to defraud within ten (10) years from the date of application, and, furthermore, has not within (10) years from the date of application been released from a penal institution or from active supervi- sion on parole as a result of the conviction of any of the aforementioned crimes . Section 4 License fees : The license fees for merchant (security) patrolmen, private detectives , merchant patrol agencies and detective agencies are fixed in the amounts shown in the following schedule , and shall be payable annually in advance: Merchant (security) patrolman $ 5. 00 per year; Private detective 50 . 00 per year; Merchant patrol agency 25 . 00 per year; Private detective agency 100. 00 per year. Employees engaged in both merchant patrol activities and private detective agencies shall be licensed as private detectives . One private detective license may be issued without fee to holders of private detective agency license . For the purpose of this section, the following terms shall have the following meanings : A. Merchant (security) Patrolman: Means any person engaged in the merchant patrol business , as that term is hereinafter defined, including employees of a merchant patrol agency;
