a, The applicant is a citizen of the United States or has declared 1 intention to become a citizen of the United States; 2 b. The applicant is of good moral character; 3 c. The applicant has at least six (6) months detective and/or investigative experience with a private detective or a law enforce- 4 went agency; 5 d. The applicant has not been convicted of a felony or any mis- demeanor involving moral turpitude or intent to defraud within ten 6 (10) years from the date of application and, furthermore, has not 7 within ten (10) years from the date of application been released from a penal institution or from active supervision on parole as a result 8 of the conviction of any of the aforementioned crimes. 9 Section 7: Requirements for Merchant Patrol Agency 10 A merchant patrol agency license shall not be issued to any applicant 11 unless the applicant has complied with the following conditions: a. If the applicant is a corporation, such corporation must be 12 authorized to do business in the State of Washington. 13 b. If the applicant is not a corporation, the applicant, the applicant's partners or associates or any other persons of such agency maintain- 14 ing an ownership interest in that agency must be a citizen of the United 15 States or has declared his or her intention to become a citizen of the United States; 16 c. All of the merchant (security) patrolmen of the merchant patrol 17 agency performing merchant (security) patrolman services within the City of Everett must comply with the conditions specified in this ordin- 18 ance for the merchant (security) patrolman license. 19 Section 8: Requirements for Private Detective Agency 20 A private detective agency license shall not be issued to any applicant unless the applicant has complied with the following conditions: 21 a. If the applicant is a corporation, such corporation must be author- 22 ized to do business in the State of Washington. 23 b. If the applicant is not a corporation, the applicant, the applicant's partners or associates, or any other persons of such agency maintaining 24 an ownership interest in that agency must be a citizen of the United States or has declared his or her intention to become a citizen of the 25 United States. 26 c. All of the private detectives of the private detective agency perform- ing detective services within the City of Everett must comply with the 27 conditions specified in this ordinance for the private detective license. 28 Section 9: License fees 29 The license fees for merchant (security) patrolmen, private detectives, 30 merchant patrol agencies and detective agencies shall be and are hereby fixed in the amounts shown in the following schedule, and shall be payable 31 annually in advance. 32
