Sign Restrictions: This property is zoned B-3, which falls under the general sign Category C <br /> requirements, EMC 19.36.170.C, with additional standards within the B-3 zone, <br /> EMC.19.22.020.F. General sign requirements,EMC 19.36.030,prohibit revolving signs,signs <br /> with flashing,rotating, or blinking lights. Sign Category C allows each business a maximum wall <br /> sign area of 32 square feet or 15 percent of the façade up to a maximum of 60 square feet;a <br /> projecting sign can be used in lieu of a wall sign within this code. The B-3 zone allows backlit <br /> logos less than 5 square feet, projecting signs to extend no more than 6 feet from the building <br /> facade, and the use of upper story wall signage up to 190 square feet without extending over the <br /> parapet of the building. <br /> Prior Decisions: The Port Gardner Building is on the Everett Register of Historic Places. <br /> Any modification of the interior or exterior of a building on the Everett Register requires review <br /> by the Historical Commission and a Certificate of Appropriateness. The Historical Commission <br /> discussed the project at its September 27,2016 meeting and approved a Certificate of <br /> Appropriateness for both the interior tenant improvements in the building and for the signs <br /> proposed as part of the Comprehensive design plan permits. <br /> Findings and Conclusions: <br /> The following findings and conclusions are based on the criteria established in Subsection <br /> 36.210.A of the City's Zoning Code—Comprehensive Design Plan permits. <br /> 1. Whether the proposal manifests exceptional visual harmony between the sign, buildings <br /> and other components of the subject property Through the use of a consistent design theme. <br /> Findings: The signs and mascot sculpture represent a consistent design theme relative to the <br /> use of the building while maintaining the historical character of the building,utilizing fonts, <br /> lighting, and coloring representative of early,mid-century style. <br /> Conclusion: The proposed sign design has a consistent theme that incorporates the historical <br /> significance of the building. The signs are in scale with the extended length of the building's <br /> façades facing California and Wetmore Avenue. <br /> 2. Whether the sign or signs promote the planned land use in the area of the subject property <br /> and enhance the aesthetics of the surrounding area. <br /> Findings: The subject property is located in the B-3 zone, which allows for the proposed <br /> office and retail uses on site. The proposal will identify the use and nature of the business <br /> located on the property. <br /> Conclusion: The new signs promote the business and the planned land use of the zone. The <br /> proposed design theme will enhance the aesthetics of the building and surrounding area. <br /> 3.
