Findings:The proposed lower wall signs will be placed flush against the facade of the <br /> building. The upper wall signs will extend 1.5 feet over the roofline of the building and <br /> mounted flush with the roof edge. The projecting sign will extend 7.5 feet from the building. <br /> The projecting sign and statue will be placed at a 45 degree angle as to be visible from both <br /> California Street and Wetmore Avenue. <br /> Conclusion: With regard to the extension of the upper wall signage above the roofline and <br /> extension of the projecting sign beyond the permitted distance,the proposed signs should not <br /> obstruct or interfere with other signs or natural views. <br /> 4. Whether the proposed plan is aesthetically superior to what could be installed under <br /> existing criteria in this section. <br /> Findings: Sign Category C of the zoning code allows for one wall sign per façade at a <br /> maximum of 60 square feet of wall signage, or the option of a projecting sign. The B-3 zone <br /> allows for upper story wall signage in addition to other compliant signs. The proposal <br /> includes a 204 square foot lower wall sign(REVISED Sign#3), a 102 square foot lower <br /> wall sign(Sign#2),two upper wall signs (Signs#2.1 and#2.2) 83 square feet each, a <br /> projecting sign(Sign#1) at 34.67 feet in height and 256 square feet projecting 7.5 feet from <br /> the building, and a mascot sculpture.All wall signs are proposed to be internally illuminated. <br /> The mascot sculpture sign will be illuminated indirectly with lights shining on the sculpture. <br /> The projecting sign, Sign#1,includes a rotating crown logo, with blinking lights within 1 <br /> individual letters and a neon illuminating effect along the edge of the sign.No signage is to <br /> be placed on the west or south facades of the building. <br /> Conclusion: The proposal meets code for the Sign#1 neon illumination(19.22.020.F.1) and <br /> size, clearance, and height(19.22.020.F.4); Signs#2 and#3 design,height,and mounting <br /> requirements(19.22.020.F.3); and Signs#2.1 and#2.2 use, size,content,and lighting <br /> (19.22.020.F.6). However, Signs#2.1 and#2.2 deviate from code by extending above the <br /> roofline(19.22.020.F.6), Sign#1 deviates from the number of signs allowed per façade and <br /> projection depth(19.22.020.F.4), and the excess of lower wall signage deviates from size <br /> (19.22.020.F.3). While the proposal displays aesthetic superiority by upholding the <br /> aforementioned code and standards provided within the Certificate of Appropriateness, <br /> removing one wall sign(at the corner of Wetmore Avenue and California Street)would <br /> reduce and further support this intent by limiting the total sign area and quantity of wall signs <br /> for the façade facing Wetmore Avenue <br /> Decision: The Planning Director APPROVES the REVISED proposed plan and determined it <br /> meets the criteria listed in Subsection 36.210.A of the Zoning Code with the following <br /> conditions. <br /> The following conditions shall apply: <br /> 1. Signs #2.1 and#2.2 are approved as proposed in the submitted plans. <br /> ADDENDUM to REVII#16-012 <br /> Comprehensive Sign Design Plan for Funko <br />
