1 <br /> ' Section 00 21 13 <br /> INSTRUCTIONS TO BIDDERS <br /> information that may be available to demonstrate whether the Bidder is in <br /> compliance with these criteria. <br /> d. Evaluation: In evaluating whether these criteria are met, the City may check <br /> references for the previous projects and may evaluate the project owner's <br /> assessment of the Bidder's performance, including but not limited to the <br /> following areas: <br /> • Quality control; <br /> • Safety record; <br /> • Timeliness of performance; <br /> • Use of skilled personnel; <br /> • Management of subcontractors; <br /> ' •• Availability of and use of appropriate equipment; <br /> Compliance with contract documents; <br /> • Management of submittals process, change orders, <br /> ' and close-out. <br /> 2. Mandatory Walk-Thru <br /> ' a. Criterion: The Bidder shall have attended a mandatory walk-thru <br /> in accordance with Section 002513. <br /> b. Documentation: The Bidder shall have signed the sign-in sheet <br /> at a mandatory walk-thru. Failure to have signed the sign-in <br /> sheet results in automatic bid rejection. <br /> 3. Procedure <br /> ' a. Requests for Criteria Modification. A Bidder may request that <br /> City modify the supplemental bidder responsibility criteria listed <br /> above. This request must be in writing to the City project <br /> manager and must be received by the City project manager at <br /> least ten business days before the bid opening. The City project <br /> manager will evaluate the information submitted by the Bidder <br /> and will respond within three business days after receipt of the <br /> request. If City evaluation results in a change of the criteria,the <br /> City will issue an addendum to the bid documents identifying the <br /> ' new or revised criteria. Any protest of a City decision regarding <br /> a request for criteria modification must be in strict conformity <br /> with Everett Municipal Code Chapter 3.46, Bid Protest <br /> Procedures. <br /> b. Additional Information. The City may from time to time require <br /> that the Bidder submit information in addition to the Bidder's <br /> Qualifications Statement. <br /> c. Appeal/Protest of Responsibility Decision.
