Section 00 21 13 <br /> INSTRUCTIONS TO BIDDERS <br /> 1.14 Wages <br /> All laborers,workmen, or mechanics in each trade or occupation employed in the performance of the <br /> Contract either by Contractor, Subcontractor, or other person doing Work shall be paid not less than the <br /> prevailing rate of wage as defined in RCW 39.12.010. Current prevailing wage rates available from the <br /> State of Washington Department of Labor and Industries for Snohomish County may be found on line at <br /> http://www.lni.wa.gov/TradesLicensing/PrevWage/WageRates/ The rules and regulations noted within <br /> the Contract Documents are available from: <br /> State of Washington Department of Labor and Industries City <br /> Employment Standards Division <br /> General Administration Building <br /> Olympia, Washington 98504 <br /> Contact: Janet Day <br /> ' (206) 753-6317 <br /> Bidders are advised to examine and to be thoroughly familiar with such requirements. No claim for <br /> additional compensation will be allowed that is based upon a lack of knowledge of these requirements or <br /> ' a failure to include adequate increases in such wages over the term of this Contract in the Bidder's bid <br /> price. <br /> 1.15 Equal Employment Opportunity <br /> ' The Contractor will be required to assure that equal employment opportunities will be in effect to all <br /> individuals throughout the length of this Contract, pursuant to Section 007200-, Part 7"Labor Standards," <br /> of the Contract Documents. The Contractor must comply with all local,state and federal laws pertaining <br /> to non-discrimination and equal employment opportunity. <br /> 1.16 DBE/WBE Subcontractor Requirements <br /> ' The Contractor is required to actively solicit bids for subcontract work from "Disadvantaged Business <br /> Enterprises" (DBE's) and "Women's Business Enterprises" (WBE's). The Contractor is required also to <br /> document such effort on the "City of Everett Disadvantaged/Women's Business Enterprise" form and to <br /> ' submit said form, in accordance with Section 004539 of the Contract Documents, with its Bid. <br /> 1.17 Non-Collusion Affidavit <br /> The Contractor must submit a"Non-Collusion Affidavit"in accordance with Section 004519 of the Contract <br /> Documents as part of the Bid package. If the City has reason to believe that collusion exists among <br /> Bidders, the City will reject the Bids of the known participants in such collusion and may, at its option, <br /> require that all Bidders certify under penalty of perjury,that no collusion has occurred or exists. <br /> 1.18 State Sales Tax <br /> The Washington State Department of Revenue has issued special rules on the State sales tax.This section <br /> is meant to clarify those rules. The Contractor should contact the Washington State Department of <br /> Revenue for answers to questions in this area.The City will not adjust its payment if the Contractor bases <br /> a Bid on a misunderstood tax liability. <br /> The Contractor shall not include State retail sales taxes in the unit bid prices. A separate line item for <br /> applying State retail sales tax is provided in the Bid Form. <br /> The City will pay the retained percentage only if the Contractor has obtained from the Washington State <br /> Department of Revenue a certificate showing that all Contract-related taxes have been paid (RCW <br /> 60.28.050).The City may deduct from its payments to the Contractor the amount the Contractor may owe <br /> Phil Johnson Ballfields Renovation 9 of 12 <br /> I <br />
