The Contractor shall provide containment around fueling and chemical <br /> storage areas to ensure that spills in these areas do not reach waters of the <br /> state or the wastewater process. <br /> e. The Contractor is advised that discharge of oil from equipment or facilities <br /> into state waters or onto adjacent land is not permitted under state water <br /> quality regulations. <br /> D. SPILL PREVENTION AND RESPONSE <br /> 1. The Contractor shall provide a Spill Prevention and Control and Countermeasures <br /> (SPCC) Plan. An example plan has been provided in Appendix C. At a minimum, <br /> the plan should include the following measures regarding oil spill prevention, <br /> containment and cleanup: <br /> a. Fuel hoses, lubrication equipment, hydraulically operated equipment, oil <br /> drums, and other equipment and facilities shall be inspected regularly for <br /> drips, leaks, or signs of damage, and shall be maintained and stored properly <br /> to prevent spills. Site security shall be maintained to discourage vandalism. <br /> b. All land-based oil and products storage tanks shall be diked or located so as <br /> to prevent spills from escaping to the water. <br /> c. All visible floating oils shall be immediately contained with booms, dikes, or <br /> other appropriate means and removed from the water prior to discharge into <br /> state waters. All visible oils on land shall be immediately contained using <br /> dikes, straw bales, or other appropriate means and removed using sand, <br /> ground clay, sawdust, or other absorbent material, which shall be properly I <br /> disposed of by the Contractor. Waste materials shall be temporarily stored <br /> in drums or other leak proof containers after cleanup and during transport to <br /> disposal. Waste materials shall be disposed off property at an approved site. <br /> d. In the event of any oil or product discharges into public waters, or onto land <br /> with a potential for entry into public waters, the Contractor shall immediately <br /> notify the following agencies at their listed 24-hour response numbers: <br /> WDOE, Northwest Regional Office: 1-800-645-7911 <br /> U.S. Coast Guard National Response Center: 1-800-424-8802 <br /> e. Maintain on the job at each site spill kit(s) sufficient to contain and clean up <br /> any and all quantity of oils, hydraulic fluid, and other chemicals to be stored <br /> or stockpiled at the Site. <br /> E. BUILDING ACESS AND SECURITY <br /> 1. Contractor Access: Contractor access to the work site will be restricted as follows: <br /> a. Entry & Exit: The Contractor will be given access into facility by City's <br /> representative. Contractor is expected to maintain site security and lock <br /> gates outside of established working hours. <br /> b. Contractor will be responsible for providing a keyed lock to secure the gate <br /> leading to the aeration cells. Contractor will coordinate with City to place the <br /> lock on the gate to the aeration cells and remove the lock before Closeout. <br /> Contractor's lock must be placed in daisy-chain fashion so as to preserve <br /> existing access for all other users of the facility. <br /> 00 7300 - 2 SPECIAL CONDITIONS <br />
