' City of Everett 00 2113 - 3 <br /> 2019 Biosolids Removal UT3705-2 <br /> ' amount bid. If the sum of two or more items in a bidding schedule does not equal the <br /> total amounts quoted, the individual item amounts shall govern and the correct total shall <br /> be deemed to be the amount bid. Do not qualify Bids, since this will automatically be <br /> cause for rejection of the Bid. <br /> B. Bid prices shall include everything necessary for the completion of the Work including, <br /> 1 but not limited to, providing the materials, equipment, tools, plant and other facilities, and <br /> the management, superintendence, labor, and all necessary testing services. <br /> C. Bidders are warned against making erasures or alterations of any kind to the Bid form, <br /> and bids that contain omissions, erasures, or irregularities of any kind may be rejected. <br /> No oral, telegraphic, or telephonic bids or modifications will be considered. <br /> I <br /> 1.7 BIDDER'S SIGNATURE AND AUTHORITY <br /> A. If the Bid is made by an individual, his or her name, signature, and post office address <br /> must be shown; if made by a firm or partnership, the name and post office address of <br /> the firm or partnership, a list of the partners, and the signature of at least one of the <br /> general partners must be shown; if made by a corporation, the Bid shall show the name <br /> of the state under the laws of which the corporation is chartered, the name and post <br /> office address of the corporation, and the title of the person who signs on behalf of the <br /> corporation. If the Bid is made by a joint venture, the Bid shall be signed by a <br /> representative of one of the joint venture firms. Additionally, the Bid shall include a copy <br /> of the resolution or agreement empowering the representative to execute the Bid and <br /> bind the joint venture. <br /> 1.8 REVISION OR WITHDRAWAL OF BID <br /> A. A Bid may be revised and resubmitted as the official Bid if the City receives the revised <br /> bid before the scheduled time for opening Bids. Resubmitted Bids shall be in full <br /> compliance with these Instructions to Bidders. Bid security shall be in an amount <br /> sufficient for the Bid as resubmitted. <br /> B. After the scheduled time for opening Bids, no Bidder will be permitted to withdraw his <br /> Bid unless the award of contract is delayed for a period exceeding 60 calendar days Bids <br /> received after the scheduled closing for opening Bids shall be returned to the Bidder <br /> unopened. <br /> C. Within 5 days after the opening of Bids, a Bidder who wishes to claim error after the Bids <br /> have been opened and tabulated shall submit a notarized affidavit signed by the Bidder, <br /> accompanied by original work sheets used in the preparation of the Bid, requesting relief <br /> from the responsibilities of award. The affidavit shall describe the specific error(s) and <br /> certify that the work sheets are the originals used in the preparation of the Bid. City staff <br /> will review the certified work sheets to determine the validity of the claimed error and <br /> make a recommendation. If the City concurs in the claim of error, the Bidder will be <br /> relieved of responsibility, and the bid security of the Bidder will be returned. Thereafter, <br /> at the discretion of the City, all Bids may be rejected or award made to next lowest and <br /> responsive Bidder. At the discretion of the City, Bidders claiming error may or may not <br /> be allowed to participate in the re-bid. <br /> 1 <br /> 00 2113 - 3 INSTRUCTIONS TO BIDDERS <br /> I <br />
