policy shall be for the benefit of any and all judgment creditors. Each insurance <br /> policy required hereunder shall extend for the period covered by the license applied <br /> for and the insurer shall be obliged to give not less than ten days written notice <br /> to the City Clerk in the event of any change or cancellation. <br /> Section 6: No person shall operate a cabulance for hire on the streets of the <br /> City of' Everett and no person who owns or controls a cabulance shall permit it to be <br /> so driven and no cabulance license licensed by the City of Everett shall be so driven <br /> at any time for hire unless the driver of said cabulance shall have first obtained <br /> and shall have then in force a cabulance driver's permit issued under the provisions <br /> of this chapter. <br /> Section 7: An application for a cabulance driver's permit shall be filed with <br /> the City Clerk on forms provided by the City of Everett. Such application shall be <br /> sworn to by the applicant and shall contain the following information: <br /> (A) Names and addresses of four residents of the City of <br /> Everett who have known the applicant for a period of <br /> one year and who will vouch for the sobriety, honesty <br /> and general good character of the applicant. <br /> (B) The experience of the applicant in the transportation of <br /> passengers. <br /> (C) The educational background of the applicant. <br /> (D) A concise history of his employment. <br /> (E) Pictures and fingerprints. <br /> Section 8: Each cabulance driver shall be at least twenty-one years of age <br /> and shall present evidence of qualification in first aid equal to or better than the <br /> requirement of an advanced Red Cross first aid rating. A cabulance driver shall <br /> carry with him at all times proof of his first aid qualifications. <br /> Section 9: Before any application is finally approved by the City Clerk the <br /> applicant shall be required to pass a satisfactory examination as to his knowledge <br /> of the City and to show that he has a current motor vehicle operator's permit issued <br /> by the State of Washington. <br /> Section 10: The Police Department shall conduct an investigation of each <br /> applicant for a cabulance driver's permit and a report of such investigation and a <br /> copy of the traffic and police record of the applicant, if any, shall be attached to the <br /> application for the consideration of the City Clerk. <br /> Section 11: The City Clerk shall upon consideration of the application and the <br /> reports and certification required to be attached thereto shall approve or reject the <br /> application. If the application is rejected the applicant may request a personal <br /> appearance before the City Council to offer evidence why his application should be <br /> reconsidered. <br /> Section 12: The City Clerk, upon approval by the Chief of Police, shall <br /> issue a temporary permit for such period of time not to exceed 30 days <br /> as the Chief of Police shall designate, and such temporary permit shall have <br /> stamped thereon the date of termination. <br /> -3- <br />
