I-Y <br /> Task 6 Water Supply Demand Requirements <br /> 6.1 Objective <br /> Prepare CWP chapter describing current and future supply characteristics, including demand <br /> forecasts. <br /> 6.2 HDR Services <br /> 1. Obtain demographic projections from the City's planning department for three time periods: 10- <br /> year, 20-year, and build-out. Build-out is defined as when all land is developed to the extent <br /> possible under current(2019)zoning or land use regulations. <br /> 2. Summarize ten years of historical supply characteristics using available City data such as <br /> numberof connections customer category, production, sales, and usage by large industrial <br /> customers, non-revenue water, and peaking factor. <br /> 3. Present this information on an annual or monthly basis as it is available from the City. Water use <br /> factors, including ERUs, will be calculated based on data from the most recent three years. <br /> 4. Contact planning staff at Snohomish County and up to 10 wholesale customers to obtain <br /> confirmation of demographic data and projections. <br /> 5. Review water system plans of Everett's wholesale customers and contact up to 10 of them to <br /> discuss whether plans reflect current expectations for future water requirements. Incorporate <br /> findings in the forecast of water requirements. <br /> 6. Contact the City's economic development specialists to determine whether special provision <br /> should be made for large, new industrial uses of water within the 20-year planning period. <br /> 7. Demand forecasts, using the demographic projections and water use factors for the City's direct <br /> retail customers and wholesale customer forecasts for the wholesale service area, will be <br /> calculated for the 10-year, 20-year, and build-out time periods. Forecasts will be presented by <br /> pressure zones for the retail service area and by wholesale customer for the wholesale service <br /> area. The forecasts will include adjustments to reflect the conservation program from Task 6. <br /> 8. Prepare a Technical Memo for City review and comment summarizing the demand forecasts to <br /> allow for any adjustments before this information is used in writing the CWP chapter. <br /> 6.3 City Responsibilities <br /> 1. Provide source data per the data request associated with Task 2. <br /> 6.4 Assumptions <br /> 1. The City's 2035 plan, updated in April 2019, will provide a suitable basis for assessing future <br /> growth. HDR will extend the City's projected growth by five years to allow forecasting of water <br /> requirements for the 20-year period 2021-2040.
